"For the record, Louisianne will not be expanding its borders
outside of the continent anytime soon.
That being said, this bill requires a nation to obtain
permission from their peers in order to even begin preperations
for colonization. To fail to do so would risk grounds for war,
one that would be legally and morally sound.
As long as the expansion is being moderated, I see no downside
to this."

"Exactly, this would be moderated, and watched carefully. An
Empire wouldn't be possible with such small amount of land
outside of the NCSA border. It is silly to assume Columbia is
making an Empire. If we were worried about empires however, we'd
start with your empirical attacks on states' rights. That was an
excellent pun by the way, on my part, if I do say so myself."

OOC: Literally every bill Columbia has suggested was there just
so he didn't have to be called out for doing something illegal.
Nullification? Tried to make a bill to get around that.
Secession? Same deal. Now it's colonization. So, please, stop

suppose we could cut down on total land allowed as a colony? But
then again I kind of like the way it is currently set up."

need to make sure we have enough land for future arrivals. Maybe
we can add something in the bill to ensure that?
