USSDEN to build military base in Gondor

OOC: Caos and I are not going to war. Bad idea trust me. I won't
win.
IC: King Aragorn and Emperor Maximus recently agreed to putting
another USSDEN military base in Gondor to accompany the air base
already present there. This new base will be a naval base and
shipyard on Lake Superior at Isle Royale, with a possible early
warning radar system to be implemented later. The base will give
DEN a foothold for naval power in the mainland, and bar Gondor
from attack from the waterways of the north. The shipyard will
be built to construct new naval vessels to fit the size and
depth of Lake Superior. King Aragorn had this to say of the new
military developments:

and the USSDEN. Emperor Maximus and I have mutually agreed that
this new base serves in the best interests of both states.
Gondor's trade on the Great Lakes is protected, and the USSDEN
gets a solid foothold in the NCSA in order to help keep the
peace. This naval base, and the air base will keep Gondor safe
from the threat of invasion that so many states now face. Gondor
thanks DEN for its positive dealings and hopes that this is a
step towards better relations in the future."[/quote]

Prime Minister Countess Tia High of West Phoenicia askes why the
nation of Gondor would want the state of Den to have even a
bigger foothold on the mainland.
They are already a threat to many of our nations and Gondor has
just assisted in making it easier for them to attack other
states now.

Gondor believes that as a sovereign state it has the right to
deal and make treaties with other states to keep herself safe.
This base is a naval base and helps with trade protection for
Gondor on the Great Lakes. DEN is a threat to some states, but
not unjustly. They have never attacked West Phoenicia so it
should be a non issue for your state.

DEN accepts this proposal, and has prepared crews of G-47 cargo
planes, as well as smaller cargo planes, to begin airlifting of
equipment to the new base. The famous Goliath, unfortunately,
cannot make a landing on Isle Royale until construction crews
have established a sufficient landing strip. Already, large
ships that will be carrying larger cargo still have set off from
all around the world.

Gondor reiterates the fact that this base is to be naval only. A
landing strip may be made for large cargo planes and the like,
but no fighter or bomber aircraft are to be based at Isle
Royale. The USSDEN already has an air force base on Gondor's
mainland, and shall not have more than the will of the king
allows. All DEN cargo aircraft are officially under the
protection of the Gondorian air force, and can be given F-22
air escorts if needed.

OOC: Just letting you know that all my bases carry interceptors
in their hangers, as well as a defensive force, then whatever
air power that group needs. In this case, this base will hold my
carrier planes as well as ASW, ASuW, and air to air power.
IC: DEN's military representative, Ascrith Taranis, had sent a
statement to Gondorian King, mentioning the naval base they will
be constructing. It read:

The recent addition of Fort Royale is a welcoming addition to
the prospects of Namenian projection. We cannot thank you enough
for what you have supplied. There is an issue, however, in your
limitations of the Naval air field. I wish to explain our side
to you, that you may not make the mistake again, Tovarishch
King.
Our military bases all hold an air field, or more, depending on
the size. This is not for simply cargo, transport, or any
accidental landings or the like. The air fields represent a
defensive measure, as well as a branch specialization. An
example is thus: The Army bases hold a defensive standing of
multiple interceptors, and fighter aircraft, as well as a
dedicated transport, cargo, and at least a few tankers. It also
holds, however, an increase in ground attack aircraft, recon
planes, and helicopters, if applicable. Because some of our army
bases cannot hold aircraft because of their position, it is
common for them to hold VTOL instead.
It should be noted, then, that for the sake of capability,
defense, and likewise offense, that or foreign bases are even
more multi role. All bases will contain trace elements of the
Air Force in it. The Naval base, however, carries airfields for
the carrier based craft, as well as for use of longer range
ground based craft to assist and amplify Naval operations and
defense. It is crucial, then, that we be allowed aircraft,
though not on the scale of Fort Gondor, to operate.
