Constitution of the Divine Empire of Celestiana

The Divine Constitution of Imperial Celestiana
We The People, of Imperial Celestiana, gathered here on the 4th
month of the 26th day of the 1790th year of our Lord and Savior,
in order to promote and establish a beneficial, mutual
cooperation between the Crown and Her Peoples, liberty, and
justice for all citizens, as well as promote a common identity
among the People of Imperial Celestiana, do hereby proclaim:
As Citizens of Imperial Celestiana, we acknowledge the
authority of the Crown as Sovereign of Celestiana.
As Citizens of Imperial Celestiana, we Demand fair
representation within Her Majesty’s Government, through the
creation of the Parliament encompassed within Her Majesty’s
Legislative Branch, to ensure we receive an equal voice in
determining the laws we follow.
As Citizens of Imperial Celestiana, we Demand an unbiased
Judiciary, in which all rights of humans are guaranteed, in the
face of accusation, as established by Law.
As Citizens of Imperial Celestiana, we, in order to ensure the
liberty all citizens have within Imperial Celestiana, do hereby
impose restraints and limits on Monarchial Power.
As Citizens of Imperial Celestiana, we accept the Monarchy as
the Head of Government and Head of State of Imperial Celestiana
and in doing so must Demand the restructuring of Monarchial
Power, Duty, and Obligations in order to preserve the Rights of
the Citizens of Imperial Celestiana and to effectively maintain
and manage the country in conjunction with the other branches of
Her Majesty’s Government.
We profess this all under the protection of nuestro Padre and
his Most Holy Son, all the angels and saints. We the
representative body of the common Peoples of Imperial
Celestiana, do hereby enact the following as the Divine
Constitution of Imperial Celestiana.
Preliminary Part
Section I. The Divine Empire of Celestiana is hereby established
as a Parliamentary Constitutional Monarchy in which all citizens
are subject to the rule of law, which advocates freedom,
justice, equality, and political pluralism.
Section II. This Constitution defines the Spanish language as
the official language of Imperial Celestiana and establishes it
as the official language of the government.

comprised of the House of Lords and the Common Imperial Body,
who shall represent the best interests of the People and Nation
of Imperial Celestiana.

Section II. The Common Imperial Body shall be composed of

competences over the following matters which can be changed and
revised at the will of Parliament:
1. Organization of their institutions of self- government.
2. Changes in municipal boundaries within their territory and,
in general, functions pertaining to the State Administration
regarding local Corporations, whose transfer may be authorized
by legislation on local government.
3. Town and country planning and housing.
4. Public works of interest to the Self-governing Community,
within its own territory.
5. Railways and roads whose routes lie exclusively within the
territory of the Self-governing Community and transport by the
above means or by cable fulfilling the same conditions.
6. Ports of haven, recreational ports and airports and, in
general, those which are not engaged in commercial activities.
7. Agriculture and livestock raising, in accordance with general
economic planning.
8. Woodlands and forestry.
9. Management of environmental protection.
10. Planning, construction and exploitation of hydraulic
projects, canals and irrigation of interest to the
Self-governing Community; mineral and thermal waters.
11. Inland water fishing, shellfish industry and fish farming,
hunting and river fishing.
12. Local fairs.
13. Promotion of economic development of the Self-governing
Community within the objectives set by national economic policy.
14. Handicrafts.
15. Museums, libraries and music conservatories of interest to
the Self-governing Com- munity.
16. The Self-governing Community’s monuments of interest.
17. The promotion of culture and research and, where applicable,
the teaching of the Self-governing Community’s language.
18. The promotion and planning of tourism within its territorial
area.
19. The promotion of sports and the proper use of leisure.
20. Social assistance.
21. Health and hygiene.
22. The supervision and protection of its buildings and
installations. Coordination and other powers relating to local
police forces under the terms to be laid down by an organic act.
B. No Member of Parliament may be a member of both houses of
Parliament, nor shall they also be allowed to participate in any
Assembly of a Self-Governing Community as well as be a Member of
Parliament.
C. No Member of Parliament shall not be bound by any compulsory
mandate.
D. No Person shall be a part of the Common Imperial Body who
shall not have attained to the Age of twenty five Years, and
been seven Years a Citizen of Imperial Celestiana, and who shall
not, when elected, be an Inhabitant of that Constituency in
which he shall be chosen.
Section III. All Bills for raising Revenue shall originate in
the Common Imperial Body; but the House of Lords may propose or
concur with Amendments as on other Bills.
A. Every Bill which shall have passed the Common Imperial Body
and the House of Lords, shall, before it become a Law, be
presented to the Sovereign of Imperial Celestiana; If Their
Majesty shall approve it Their Majesty shall grant it Royal
Assent. But if Their Majesty shall not grant Royal Assent Their
Majesty shall return it, with his Objections to that House in
which it shall have originated, who shall enter the Objections
at large on their Journal, and proceed to reconsider it. If
after such Reconsideration two thirds of that House shall agree
to pass the Bill, it shall be sent, together with the
Objections, to the other House, by which it shall likewise be
reconsidered, and if approved by two thirds of that House, it
shall become a Law. But in all such Cases the Votes of both
Houses shall be determined by yeas and Nays, and the Names of
the Persons voting for and against the Bill shall be entered on
the Journal of each House respectively. All Bills requiring
Royal Assent shall be presented before Their Majesty every other
week when the Legislature is in order and every month when the
Legislature is in Recess.
Section IV. The Parliament shall have Power To lay and collect
Taxes, Duties, Imposts and Excises, to pay the Debts and provide
for the common Defence and general Welfare of Imperial
Celestiana; but all Duties, Imposts and Excises shall be uniform
throughout Imperial Celestiana;

Article II
Section I. All executive power shall be derived from the
Sovereign of Celestiana which shall be vested in the Their
Majesty and their subordinate government Ministers. The
Sovereign of Celestiana shall be the Head of State and the Prime
Minister shall be her Head of Government, by the Grace of Her
Majesty, who may at any time dismiss him.

Section II. In the event the Sovereign of Celestiana dies or
abdicates the Throne, the Crown shall go first born off-spring
of the now deceased Monarch, now known as the Crowned Heir. The
Queen or King consort shall not be eligible for the Crown. If
the Sovereign of Celestiana produced no living Heir, then Crown
shall go to the second oldest of the previous monarch, and so on
and so forth until there is a eligible candidate for the Crown.
In the event the entire Royal line has died off, the closest
living relative, by law or otherwise, shall assume the Crown.
Section III. A Crown Regent shall be installed in the absence of
the Sovereign of Celestiana. A Crown Regent shall also be
installed to advise the Sovereign of Celestiana who has not yet
reached the age of adulthood. The Crown Regent shall be tasked
with performing all the duties of the Sovereign of Celestiana.
Article III
Section I. The judicial Power of Imperial Celestiana, shall be
vested in one supreme Court, and in such inferior Courts as the
Parliament may from time to time ordain and establish. The
Judges, both of the supreme and inferior Courts, shall hold
their Offices during good Behaviour.
Section II. The judicial Power shall extend to all Cases, in Law
and Equity, arising under this Constitution, the Laws of
Imperial Celestiana, and Treaties made, or which shall be made,
under their Authority;—to all Cases affecting Ambassadors, other
public Ministers and Consuls;—to all Cases of admiralty and
maritime Jurisdiction;—to Controversies to which Imperial
Celestiana shall be a Party
In all Cases affecting Ambassadors, other public Ministers and
Consuls, and those in which a State shall be Party, the supreme
Court shall have original Jurisdiction. In all the other Cases
before mentioned, the supreme Court shall have appellate
Jurisdiction, both as to Law and Fact, with such Exceptions, and
under such Regulations as the Congress shall make.
Section III. Treason against Imperial Celestiana, shall consist
only in levying War against them, or in adhering to their
Enemies, giving them Aid and Comfort. No Person shall be
convicted of Treason unless on the Testimony of two Witnesses to
the same overt Act, or on Confession in open Court.
Article IV.
Section I. These Civil Liberties and Rights of the People will
in no way be deprived by the Government, Government agency, or
the Monarchy.
