       I think that's a good idea. Everybody can become a state and be
       a part of the NCSA, but you don't have to be a part of the
       government. That way states like Columbia can have what he wants
       without having a giant war about it. (Not sure about giant, i
       think if he didn't accept Gondor's offer the arrival of my tanks
       would be his demise. But that isn't the point.)

       I don't think there's much to discuss here. It's perfect. I'm
       giving a little time to discuss it, in case anybody opposes, but

       But some people don't like your "fixed" constitution. You want a
       different constitution? You can move and make your own. You want
       to amend the constitution? You can stay and we can discuss it.
       Never did we say you had to leave. We just thought you would
       want to. We stand corrected, there's no reason to raise your
       voice over it.

       If Columbia doesn't want to move, which I completely understand,
       then we can just have this compromise without the geographical
       limitations. Every state would just say, if they want to be
       independent or not.
       New states however, could be bound by the geographical rule that
       was proposed.
