Agreed--the bill should be edited to bring the Treasurer into
conformity with the rest of the cabinet.

Because this bill seems to be going nowhere, and because we do
actually need it, I would like to submit a revised version. I
personally felt the original version blurred the boundaries
between the executive and legislative branches.
Recognizing That each state is a sovereign state, and that the
protection and serving of each state is the necessity of the
government,
Realizing That the government has no budget, tax, or income laws
in place to fund essential items such as the military, police,
government, and federal items including construction,
maintenance, etc.,
Acknowledging That each state conducts these same taxes, and
that each state is a functioning government,
Congress hereby mandates That a budget, tax, and official
regional income be established, regulated, and enforced by the
NCSA government.
This is an IC law. This law creates a new administration
position in the government who's job is to watch over the money
made, spent, and where it goes. Furthermore, this law directly
affects states by establishing a tax rate for each economic
class for the nation, upon which the budget is made based upon
the annual income.
Treasury Department
There shall be established a Treasury Department headed by a
Secretary of the Treasury. The Secretary of the Treasury shall
be responsible for overseeing the use of confederal funds,
collecting taxes, and shall establish for taxation purposes the
GDP of the states. He and the president shall submit a budget to
Congress for its approval by the second week after each
election.
Currency
To be able to tax, create a budget, and trade with other nations
or regions, the NCSA government must form a currency. The
currency's value will be set equal to the NS dollar and shall be
known as the NeoConfederate Dollar. Each state is required to
hold one bank minimum in their country that can exchange and
hold the currency. All national and interregional exchanges will
be done in this currency, but intraregional exchanges may be
done in whichever currency the states involved please.
Economic Classes
To be Taxed efficiently and fairly, each state is to be placed
into one of three economic classes. The percentage upon which
the state is taxed is determined by which economic class they
are placed into. The three economic classes shall be Upper,
Medium, and Lower class. This list is to be updated every
election period by the Treasurer.

Upper Class (Taxed at 0.5%)
(Strong,Good,Fair,Reasonable,Developing) Middle Class (Taxed at
0.2%)
(Struggling,Weak,Fragile,Basket Case,Imploded) Lower Class
(Taxed at 0.1%)
Tax
The tax will be derived from the economic classes, and will be
scaled accordingly. The money shall come from each state's
income, and is calculated at the end of that year. In other
words, a state's GDP at the end of the year is the money that
the tax is calculated from. The President and Treasury Secretary
will regularly review the tax rates and if they determine that a
change is needed shall submit such changes to Congress for its
approval at the same time as the budget.

Yeah, we could probably drastically reduce those rates and still
come up with a pretty hefty budget. Using the US Budget as the
"gold standard", so to speak, which for 2013 was $3.8 trillion

I also came up with a simpler scheme when I realized those
numbers for the tax rates were directly tied to the economy rank
on a nation's page. For the GDP I used the number in the
statement "The frighteningly efficient Missourian economy, worth
638 trillion Confederate Missouri Dollars a year" So here is the
scheme I used:

budget nearly three times that of the United States is a good

Oh, that was wonderful. Actually a pretty good idea. Personally,
I had no idea how much money 10% would be :P

Yes, this is much more reasonable. We would just have piles of
money that we would never use with the old system of taxation.
