[LAW-IC] Tax, Budget, Currency, and Income

Recognizing That each state is a sovereign state, and that the
protection and serving of each state is the necessity of the
government,
Realizing That the government has no budget, tax, or income laws
in place to fund essential items such as the military, police,
government, and federal items including construction,
maintenance, etc.,
Acknowledging That each state conducts these same taxes, and
that each state is a functioning government,
Congress hereby mandates That a budget, tax, and official
regional income be established, regulated, and enforced by the
NCSA government.
This is an IC law. This law creates a new administration
position in the government who's job is to watch over the money
made, spent, and where it goes. Furthermore, this law directly
affects nations by establishing a tax rate for each economic
class for the nation, upon which the budget is made based upon
the annual income.
Treasurer
This bill will establish a new administrative position in the
president's cabinet, known as the treasurer. He will be elected
at the same time as every other person in the cabinet and
elections. His job is to oversee the use of money, as well as
establish percentages and categories for taxing. He and the
president are the sole creators of the budget and tax laws, but
congress can edit them if deemed appropriate.
He shall oversee trade, transactions, taxes, budgets, and shall
establish the GDP of the country, as well as the gross income.
Currency
To be able to tax, create a budget, and trade with other nations
or regions, the NCSA government must form a currency. The
currency's value will be set equal to the NS dollar, and all
trade will be done accordingly. Each state is required to hold
one bank minimum in their country that can exchange and hold the
currency. In addition, all national, and interregional trade
will be done in the currency, but intraregional trade will be
done in whichever currency the nation pleases.
Economic Classes
To be Taxed efficiently and fairly, each nation is to be placed
into one of three economic classes. The percentage upon which
the nation is taxed is determined by which economic class they
are placed into. The three economic classes were Upper, Medium,
and Lower class. This list is to be updated every election
period by the Treasurer.

[li]Upper- 67-100. Taxed at 20% of income[/li]
[li]Middle- 34-66. Taxed at 15% of income[/li]
[li]Lower- 1-33. Taxed at 10% of income[/li]

Tax
The tax will be derived from the economic classes, and will be
scaled accordingly. The money comes from the nation's income,
and is calculated at the end of that year. In other words, a
nation's GDP at the end of the year is the money that the tax is
calculated from. This tax is determined by the President and
approved by the Treasurer.
Budget
The budget is determined by both the treasurer and the
president, and is approved by congress at every election period.

Why would there be a zero? That means there's nothing. Literally
no economy.

Doesn't matter. The point is if you have zero, then you don't
have an economy, hence not a nation.

Calorgia is technically not a nation. Because it has no GDP, and
no functioning government.
