       Reichsführer-General Albrecht Dietrich zur Linde and
       Reichsführer-SS Reinhilde Habich respond:
       In our united interest in a prosecution of war against the
       Columbia Confederates, we welcome a dialogue which may unite our
       strategic and tactical efforts, and are most gracious for the
       Confederacy of Turkducken for initiating a dialogue relating to
       this subject.
       In light of our recent negotiations, we would like full
       cooperation, especially as regards the difficulty of crossing
       the territory or airspace of Hightah, which is absolutely
       necessary for our wartime endeavors.
       However, it would be a violation of sovereignty, which causes us
       some pause.
       It seems, though, that the government of Hightah is unable to
       respond, either because the State has fallen to anarchy, or
       because said government is so diffuse, aloof, and ineffective
       that it cannot.
       The best solution that the Reichsführer-General and
       Reichsführer-SS can conceive of at the moment is to use heavy
       transport aircraft to deploy to Columbia, although this would
       expose them to any long- or medium-range anti-aircraft defenses
       and the risk is possibly unacceptable. It would, however, avoid
       a violation of the borders of Hightah by ground forces.
       Therefore, an air campaign to neutralize any such defenses, as
       well as radar installations, as much as possible, should be the
       first step, in our view. This, we can undertake alone, and the
       fearless Luftwaffe of the Reich is every ready to do so, but we
       would welcome any assistance that our allies can provide.

       "I would like to inquire about the possible Navy of the Reich,
       we could circumvent the violation of airspace if we transport
       our collective air power around other States. However if
       attempts to communicate with the State have failed it may be
       prudent to violate the airspace, Hightah has made little to no
       presence in the international community, I would assume it to be
       tolerable to violate the airspace. Tactical strategy would
       heavily rely on, at least in terms of ground forces, would be
       the establishment of "hot zones" where specific key areas are
       taken and heavily defended by the soldiers. Allied strikes would
       then be held from these areas. In terms of war goals what do we
       hope to accomplish by pacifying the rogue state?"

       Reichsführer-SS Habich barely restrained a sigh while
       Reichsführer-General zur Linde looked aside, decidedly ill at
       ease. He opened his mouth as if to speak, then shut it, and
       Reinhilde Habich filled the gap with a direct look to the
       camera.
       "The truth is, the Reich's 'navy' -- that is, the Kriegsmarine
       -- is not exactly designed for that sort of operation, Mein
       Herr. It consists mostly of unterseebooten and schnellbooten,
       which, while very ample in combination with our shore batteries
       to defend the Reich's waters, are, I regret to say, not up the
       task of an offensive operation. Harassment, yes ... and even
       attacks against carrier groups, if the RSS-27 is launched from
       the submarines, but the ultimate purpose is invasion of Columbia
       and its absolute and unconditional capitulation."
       The Reichsführer-SS grew more fierce in tone and countenance as
       she proceeded, and it could easily be imagined that she'd
       slammed a fist against her table.
       Zur Linde nearly sighed with a sideways glance and smiled
       reassuringly. "My colleague, and yourselves, bring to mind an
       interesting alternative. We may lack surface warships of
       destroyer or greater class, and you may be able to compensate
       for that, or not, but regardless, there seems to be a path
       open."

       Both the Reichsführer-SS's and Reichsführer-General's screens go
       blank immediately after Reinhilde Habich seems to pull Albrecht
       Dietrich zur Linde away.
       They relight after about five minutes, both looking slightly
       more worn than previously.
       Zur Linde announced, with a minor sigh: "We have two options:
       First, take a course with transport ships in international
       waters around West Phoenicia, and land in the South, in neutral
       territory, there to drive for Columbia and attack from that
       direction. The integrity of this plan would necessitate the
       establishment of at least one airbase on neutral NCSA territory,
       in order to avoid censure."
       Reinhilde Habich spoke up: "And the other is to go directly
       through Hightah. If anyone should take us to account for
       violation of sovereign borders, we can say that they did not and
       likely could not respond to diplomatic overtures, and also that
       we initiated no action against that State. This would be the
       faster method ..." she looked aside at zur Linde "... by far,
       and I do believe it is in our interest to act quickly."

       "We must ask ourselves, what is the most expedient way to end
       this war? I would think," the President was interrupted by loud,
       if vague, shouting obscenities could be heard as they were
       screamed the loudest, but the actual conversation could not be
       heard. The President, tired and visibly worn, waits until the
       shouting dies down with the slamming of doors, "I apologize
       Fürer, that was my war council ""meeting"" for the final time
       tonight."

       Reichsführer-SS Habich immediately piques up: "To go through
       Hightah, of course, at least for us. Columbia is land-locked,
       and Kriegsmarine action would be an unnecessary waste of time
       and resources! Gods, we can fire cruise missiles at the place
       without using unterseebooten, and our aircraft have the range to
       make multiple sorties over it from air bases in the Reich
       itself! We'll disable its air defenses without bombing
       population centers, then drive two-thirds of our ground forces
       in -- holding back the necessary reserves -- and crush it
       swiftly.
       "And if we can gain much-needed Lebensraum in Columbia, it might
       be good to be able to claim Hightah territory as well,
       considering the law against non-contiguous borders. Hightah is
       our Belgium; it must be sacrificed for the greater war effort,
       even if we bear it no ill will."
       Reichsführer-General zur Linde sighed deeply and lit a
       cigarette. "I cannot deny my colleague's logic, but do believe
       her recommended course of action might alienate us within the
       States. That is all I can say. If, however, Hightah really is
       defunct, I suppose I must yield."

       "I will tentatively agree with the Reichfürer-SS, Hightah needs
       to be violated. However I would reject the idea of a forceful
       expansion, if Hightah exists no longer, then their is no need
       for a military invasion, simply wait until after this conflict
       is over. Then we may decide then."
       OOC: In actuality I'm pretty sure Hightah is defunct as it
       stands, so it would be better to wait before you rightfully
       expand west.

       Reichsführerin-SS Habich can be seen to slam her hand on the
       table. "The Reich does not wait for conflicts to end; it waits
       for conflicts to happen. It is only in the sacred crucible of
       war that the weak are sorted from the strong, and only war can
       instill the population with the fullest possible vigour of
       patriotism and commitment to our undying cause, which is the
       glory of der Volk!
       Reichsführer-General zur Linde is forced to nod. "Undoubtedly we
       must now go to war, and soon. Columbia has defied the laws and
       traditions of the Confederacy and is entirely deserving of such
       a response. The only question is how." He draws a few lines on a
       tablet, clearly not completely comfortable with the technology,
       but uploads the image when finished. "This is a rough sketch of
       what would be the invasion plan via an amphibious invasion ...
       it does have the benefit that the landing would likely not be
       opposed."
