OOC: The NeoConfederate States shall guarantee to every State
that now is, or hereafter may become, a member of this
Confederacy, a sovereign government of its choosing; and shall
protect each of them against invasion; and on application of the
Legislature or of the Executive when the Legislature is not in
session, against domestic violence."
You need to go to Congress and you don't automatically have the
support of all the States.
