       President of the NCSA first?  Representative Baroness Honey
       Baroda asked. She looked at other representatives, a shocked
       look upon her face.
       "Was there any meeting that Congress was not aware of between
       the President and the NCSA Secretary of Defence before
       Confederal agents stormed  into Colombia?
       "Was proper documentation and a proper time frame given to the
       State of Columbia Confederate in regards to them wanting to
       nullify a law they felt over stepped their state rights? If the
       NCSA over the proper checks and is not held accountable.  How
       can we ask that of states. The NCSA should lead by example."
       "It is a gross misjustice for Confederal officers to trespass on
       private property without formal papers."
       The Baroness flicked open her fan. Fanning herself not only was
       the room hot, but she was flustered.

       always run things by me before carrying out actions. I believe
       that perhaps Secretary Dawning has a few things to answer for.
       And no, there was no such meeting. We do not even have to give a
       warrant to enter a state, as when speaking of warrants the
       Constitution deals with the individual only, not the states. In
       the case of Foti, they didn't  even set foot on his property.
       And it is not the priority of my administration to give time
       frames to criminal states who don't have the common sense to
       obey the law. If they had felt that a law impeded on their
       rights, they should have done things the legal way and challenge
       it in the
       Supreme Court. We came near private property, but did not
       trespass upon it. Therefore, the burden does not lie with us,
       but you."

       So no warrant is needed are you saying?
       So a state has no right in the matter? No chance to either to
       accept and support or deny a request for Confederal agents to
       waltz into any state they like? So  At any time without no
       warning or asking assistance of that state due to the
       Constitution only falling under citizens?" "So a Turkdurken
       housewife could be baking bread in her kitchen and be dragged
       off without a word? Or a Bamovian Farmer out milking his cows?
       And neither could defend themselves unless they be labelled a
       criminal?
       "What in particular was this citizens confederal crime? Sources
       close to home suggest it was NOT the individual but the state
       the NCSA was challenging.
       "You yourself said you were not aware of the incident until
       AFTER the incident had begun. How can you be so sure the
       Confderal agents did not trespass on this citizens property. And
       he had to defend himself?
       "Anyone else wish to ask questions about the inconsistencies? "
       Baroness Honey Baroda shook her head in disbelief at what she
       was hearing.

       "In fact it was the Colombian representative that stated that
       the Confederate agents came near the property, and that was why
       they were shot at. Not because they set foot on his property,
       but because they came near it on the road. They were a convoy. A
       rogue state, one that breaks the Supreme Laws of the land, has
       no say in the matter. Order must be restored. I reiterate that
       Colombia is a rogue, noncompliant state. Warrants are needed for
       individuals but not states. Foti had no need of defending
       himself. He was not shot at or even payed attention to by the
       Confederate agents. He instigated the conflict. His only crime
       was firing on the agents that meant him in particular no harm
       and we're not raiding his property, simply passing by on the
       road near it. And you are right, the NCSA is in conflict with
       Confederate Colombia. If you have any further questions, please
       direct them to Secretary Dawning."

       The Secretary of Defense, Albert Dawning, stood up sharply, and
       looked around the room.
       "If I may say so...
       CBI agents must obtain a warrant to sieze, search, and arrest,
       unless probable cause is available. Those CBI agents, however,
       do NOT need a warrant to enter a state. That goes against the
       constitution, which says that each state must not deny entrance
       without probable cause. What 'probable' cause was there for any
       state to deny them entrance? There was no war between the NCSA
       and Columbia until now.
       "On the subject of Foti, you will delve into small things. Foti
       shot at an Agent who was taking a piss on the side of the road.
       Since when did taking a piss on the side of the road constitute
       trespassing? Or do you, Baroness, simply wish to elevate things
       to please your ego? After the shooting, five agents approached
       the man, who was now surrounded by some soldiers, and were
       ordered by James Rider to arrest the man. Probable cause, you
       see. You do not just ignore getting shot at, and attempting to
       murder a Confederal agent is highly illegal. A confederal
       offense.
       "After this it gets sketchy, as only small visual and oral
       records exist. James Rider, and multiple others, reported that
       the agents advanced to arrest him, and told him and the soldiers
       that he was going to be under arrest for assaulting and
       attempting to murder a confederal agent. Upon doing so, the
       soldiers raised their guns and attempted to stop them by saying
       that this was the problem of the state, not confederal agents.
       The agents, in turn, responded by ordering them to move, and
       raised their guns. In less than 30 seconds after that, all five
       agents lay dead after the soldiers shot them. It was the
       soldiers, who I believe are now dead, who started the fight.
       "Knowing the Baroness, I excpect her to go on a rant about her
       warped conclusions of the Constitution, and do the thing she
       does best: Blame others for hers or her ally's actions. You,
       Baroness, gave up independence when you joined. That was even
       stated in the constitution. You gave Congres, the Supreme Court,
       and the Executive branch the power to make laws, to enforce
       those laws, and to check and deliver those laws, following the
       constitution. Is it against a person's rights that when he
       breaks a law he gets arrested? No? But because of a dependent
       state who decides to illegally nullify a law, the leader can't
       get investigated for treason? Your state is not independent. It
       is not completely sovereign, either.
       "Sure, your state can make its own laws, it's own military, it's
       own taxes, but you gave power to the Government. And you can't
       take it back. Not without editing the constitution, or making
       the appropriate changes and laws in Congress."

       "If I may say add something Mr. Secretary," Representative
       Graham began, standing up from his seat. "Governor Preston, as
       far as I have been informed, is being treated as a guest in the
       President's own home. He is being provided for with the utmost
       care, he is however under armed guard, and we have reasons to
       detain him as he allegedly threatened one of our Captains with a
       pistol upon confrontation. We will release him to Confederal
       Jurisdiction, along with his guards who have been classified as
       POWs. You have my word, as well as the President's, that he will
       be looked after with the best of care we can provide." He paused
       cleared his throat and began again. "We hold no ill will to
       Columbia or any other of the Separatists we are facing, we would
       gladly accept diplomacy to resume between the renegade States
       and the Confederacy. Until then we will protect and arm
       ourselves against this very real and pressing threat."

       "Madame madame" an intern of Baroness Honey Baroda  barrelled
       into the Congress chambers, a shocked pale look on his face. A
       mobile phone in his right hand . He scanned the Representatives
       until he found his mistress.
       "What is is" she demanded "Can't you see we are in session- this
       better.."
       "Baroness please," he lifted his left hand urging her to stop
       talking a feat that was not always possible. "West Phoenicia has
       been attacked" He motioned the phone to her, its the Deputy
       Prime Minister. Sparta with no warning has attacked one of our
       city states. "
       Baroness Honey Baroda waved her fan in a rapid motion.  Had it
       just got hot in the chambers.  She grabbed the phone as those in
       the Congress looked on...
       While the conversation could not be heard the Baronesses facial
       expressions told the story. Her face  transformed from stunned
       belief, to confusion finally to anger. She hurled the phone
       narrowly missing a Representative.
       "Traitor....Traitor  she screamed at the top of her lungs
       towards the Spartan representative.  "Sparta has just unleashed
       an unwarranted attack on our sovereign nation" she cried to all
       those near her.
       She pointed her right index finger with a ruby ring on it at the
       Spartan Representative " A bounty of $20 million on your bastard
       kings head."
       With that the Baroness fainted.

       "Well, I believe my state has done us a favor. My state has
       announced they received reports that West Phoenicia was
       beginning to turn UCA or they already did. My King took actions
       against this and did the nation a favor."
