Spartan Land Expansion Ordinance

Acknowledging that the Islands of Hawaii are very small in
square mileage, approximately 6,423.4 square miles.
Noting that this is below the limit of the claim area of 32,020
square miles and that Hawaii doesn't offer area to expand.
Further Noting that the law says that no state may expand
across a water mass bigger then Lake Superior.
Understanding that the growing state of the Kingdom of Sparta
is quickly running out of housing area and using up their farm
in land.
Congress Hereby Mandates that Sparta will be able to expand into
Alaska or the mainland, area in Oregon, Washington, or
California, to accommodate their population despite the law that
prevents this, AS long as they stay below the limit of total
land allowed.

OOC: First thing Sparta, this bill only serves you, however this
is something that I have been thinking about and if the phrasing
of the bill was to say, any person that occupies Hawaii I think
it would be fine. Another thing the bill is not in the correct
topic format, it's supposed to be [IC/OC-Bill] and then the
name, until that is fixied this bill is null.

Also, this is illegal anyway. You can't expand beyond the normal
size in the Constitution. It even says "No congressional
expansions".

Not to mention that all the coastline of Washington, Oregon, and

OOC: And not to be a stickler but the Sec of Interior hasn't
approved your move yet, and the area of Vermont and New
Hanpshire is open. So that could be a place for you to go, it
still gives you acess to the ocean and water, along with being
relatively small.
