An unfamiliar man approached the speaker podium, balding on top,
sweating profusely, he pushed up the glasses that were sliding
down the bridge of his nose and timidly began to speak,
"Um..H-H-Hello...you don't know me, but I'm the new Speaker of
the House." He brushes his hair timidly and clears his throat in
an attempt to speak louder, "I-I'm here to answer the
Representative from Eastern Byzantium's question." The tiny,
frail, timid man hardly looked like he could stand to be
standing up at the podium, let alone jurisdic legal proceedings.
"Th-The President is required to give reasoning at the beginning
and end of the appointment, when the new Secretary of the
Interior is brought to appointment the President will explain
the reasoning of the replacement, and th-then after the
appointment is officially made the reasoning will be repeated."
The man looked faint and sickly, "M-M-M-My name is Reginald
Swayze by the way..."

Ham Wesley stood up, and was confused.
"Is it not the job of the Supreme Court to clarify and interpret
the law? The job of the Speaker is to maintain the activity of
Congress, and direct it. It would be an overstepping of power to
allow the Speaker to interpret the Constitution and mandate to
the President the order of appointments he shall bring before
this lawmaking body. It is therefore that I give no credence to
the Speaker's answer, as he does not have the legal power to do
so in a way that is final and binds the President to his
judgement. "

"I-If I may point out a discrepancy with that Representative,
a-as it stands their is no Supreme Court, to ex-expeditiously
complete works of Congress power needs to be deferred to the
people. Wh-W-When the Court is reestablished we can begin to
interpret the law." The Speaker was pale, and quickly took out a
bottle of pills, downed some, concealed the bottle once again.

"The Supreme Court may not be in session due to inactivity, but
what Constitutional or lawful proof do you have to back up these
claims that the people have the power when the Court is not in
session? And if that be the case, who is that that you are
calling the people, we Congressmen or the actual citizens?"

This would have been intimidating, if his voice wasn't
trembling, "The Court can rule on the necessity of these rulings
when the Court exists!"
