The Commanding Officers are under orders to defer judgement and
higher command from the NCSAs Central Command, they will follow
orders and act accordingly.

President North has recovered enough that, if possible, he will
address the gathered group and the President of the NCSA through
a video (or letter)
"First of all, I want to express my sincere gratitude of the
amount of support the region has given my nation, and myself. It
shows that through it all, we can remain united on this
continent.
Furthermore, I will comply with the NCSA's wishes to the best of
my ability, but I hope the NCSA will keep a sharp eye on the
proceedings of this man's trial. A representative will attend,
and will include the crimes he has committed in Enduranca.
As the conflict with DEN and Sparta closes, I will send C-130
aircraft with humanitarian aid to Spartan cities. Hopefully this
showing of goodwill can prevent further conflicts within our
regions.
Thank you. Spirits bless the NCSA."

The Spartan Government asks the President to reconsider Albert
Dawnings proposition because he appears to be extremely biased
against Sparta. He also fails to note that the Spartan military
isn't present in the cities except for the Spartan Peacekeeping
forces. We ask you to reconsider.

The proposition of Secretary Dawnings is understandably
cautious, and it is only logical for him to distrust Sparta. The
Volunteers therefore volunteer to act on the Spartans
governments relief plan, while the NCSAs Military act on
Dawnings plan.

The President defers to the judgement of Albert Dawning, as he
commands the troops of the NCSA. The President has realized that
his agreement with Sparta was an overreach of his power, and he
apologizes. It is the duty of the Secretary of State to make
such deals and give such orders. President Gray does, however
say that humanitarian supply drops will continue and that the
safety of civilians will be maintained. And with both sides
speaking their opinions as fact, the President does not know who
to trust. If Sparta wants someone to reconsider, then they must
ask Secretary Dawning. The President only has the power to make
general orders, not mission specifics. As to Sparta's claim that
Mr. Dawning is biased against Sparta, this statement is viewed
as debatable. Mr. Dawning is a citizen of DEN, yes, but he is
also in a position of national power and has had to think about
the broad issues of the NCSA. President Gray gave the same
benefit of the doubt to the Spartan government regarding Huey
Lincoln, and therefore Secretary Dawning will be treated
accordingly. "

prove it with your posts. You also moved, so not too many
citizens were there in the first placd.

OOC: I moved a while ago so yes most citizens were there, and I
only publicly fortified the OUTSIDE surrounding area of the
city.
IC:
"Mr. President. I implore you to act very very quickly. I have
word from my home state that 1650 civilians were just killed
with many more wounded an trapped in recent Namian bombings of
Sparta City. Please use our course of action and I swear to you
that no military personnel will be in the city on your arrival!"

((No, they wouldn't. Do you know how long it would take to ferry
1 million people over on aircraft? Even if you could move 10,000
at a time, you'd still have to wait for the planes to land, and
even then it would take... What... Five, six hours a trip? In
one day, a single plane makes two trips. That's only about 500
people per plane moved. And you want to do BILLIONS? And prove
that you said OUTSIDE, and not inside, because I do know that
you did both.))
