The President welcomes the troops and medics, and will use them
accordingly. The President asks that they be ready for
deployment soon. President Gray has also requested to Secretary
of Defence Albert Dawning ready the 11th and 12th infantry
divisions of the NCSA army.

"They are needed immediately! Yes we evacuated most all of the
children below the age of 16 but there are still many children
and women in the cities. They need food immediately."

Due to the Spartan request for aid, the President orders the
deployment of the 11th and 12th infantry divisions to Sparta.
Their mission directive will be to help civilians safely
evacuate Sparta and to seek refuge in other states. They will
also need to bring humanitarian aid supplies, many of which are
being donated by Gondor.

Sparta points out that the total evacuation of Spartan citizens
will take months possibly a year(billions of citizens) along
with the evacuation of prison inmates, the difficult evacuation
of hospitalized citizens, and tourists. It may be easier to
deploy the 11th and 12th divisions along with the National Guard
to create "safezones" so that neither side of the warring states
attacks the cities of Sparta because each side would be faced
with engaging the NeoConfederate military if they attack the
cities. In this way, civilian losses would be at a zero because
it would be treason to attack the cities.

new directive will be the safezones.

The Spartan Givernment thanks the President and tells them
landing zones in the cities have been cleared and marked for the
11th and 12th divisions to land at.

The Volunteers from the First Regional Army along with the Medic
Corps are being deployed into the safe zones in Sparta, support
vehicles are also being dispatched to assist in the extraction
of civilians.

Unfortunately, Albert Dawning regrets to say that this would be
impossible. He understands what Sparta is trying to do; he has
fortified each of his cities with his military and for the NCSA
government to be deployed there to create 'safe zones' in the
city would simply force the NCSA to retaliate in war. On the
other side, the entire Spartan Army is in the cities, so he's
hiding his forces behind mine. I will not let that happen. We
will, however, create convoys for NON COMBATANTS ONLY that
cannot be attacked by either side. Those will be safe paths out.
Albert Dawning further points out to Sparta that if it is stupid
enough to attempt such a thing, they should sacrifice their own
soldiers, and not the NCSA's. He will not let Sparta hide behind
HIS troops if they are as cowardly as they are showing.
Simply put, we cannot do anything if you attempt to hide your
military behind the NCSA's, or the civilian population.
Furthemore, we CANNOT retaliate against DEN if they accidentally
strike civilian populations because of Spartan doctrine. They
will, however, deploy the soldiers to ferry people out.
