Presidential Address

Johnathan Gray took time out of his normal Presidential duties
to speak about the attempted assassination of President North of
Enduranca, as well as the terrorist acts that took place after.
He stood inside the Presidential House and was at a podium, with
the Presidential Seal behind him. National media was everywhere,
and they listened to his every word. He took a drink from his
Ozarka water bottle, cleared his throat, and began his speech.
"Ladies and Gentlemen of the press, as well as NeoConfederate
citizens. I have come before you today to speak on a
heartbreaking and concerning issue which has enveloped a few
states in the NCSA. A Spartan criminal named Huey Lincoln
attempted to murder President North, who remains in critical
condition in a Landfall hospital. The motive of the would be
assassin has not yet been figured out, but I assume he is a
lunatic bent on causing destruction to all those around him. But
why go to Enduranca? Why escape prison to go to a state that is
in some sort of conflict with yours? To defect? At this point,
obviously not. It is, therefore that some would speculate direct
Spartan involvement in his mission. But while I have my
suspicions, I make no attempt to condemn Sparta or its leaders
until a full investigation has been conducted and I have
evidence. But what we do know is this: a terrorist attempted to
assassinate the leader of a state, but failed. But he did
succeed in bombing a public place in Landfall, resulting in the
deaths of innocent civilians. My thoughts and prayers go out to
the families of those who lost their lives in this attack, and
may God's justice be done. In honor of their memories, I hereby
order that all NeoConfederate flags in the Capitol be lowered to
half staff, and I encourage all states to do the same. We need
to band together in this time of tragedy and put aside our petty
differences in order to reach out to the Endurancan community to
help them heal. I also call for the extradition of Heuy Lincoln
to Confederate hands to be tried for Flight to Avoid
Prosecution, a national offence based upon the Alternate
Confederal Police and Prisons Act. He was a criminal in Sparta,
and he escaped to Enduranca, taking matters into his own hands
from there. It is apparent to me that this is an extension of
the DEN-Spartan war, one that I wish to see end soon. To Emperor
Maximus of DEN, I say this: stop the bloodshed, go to the
negotiating table, and save the lives of your military! God
bless Enduranca, and God bless the NeoConfederate States of
America!"

Sparta declares that Huey Lincoln should be given back into
Spartan hands to face trial as he has committed horrid crimes
against Sparta. We shall allow for an Endurancan Rep, a Namian
Rep, and a representative of the President of the NCSA to
witness the trial and execution if they choose. But we ask that
he be handed over to Sparta. Emperor Xerxes has this to say,
"This event is truly terrible and it's embarrassing nay horrid
that a Spartan would do this. I offer this deal, the
NeoConfederate Government may launch a full investigation in
Sparta with the FULL cooperation of Sparta. In return the
National Guard will be deployed to Sparta to help stop rioting
amongst the inmates and citizens over food shortages, and all
hostilities in the Spartan-USSDEN War be stopped immediately on
agreement of white peace. Sparta is in need of food, fresh
water, and help rebuilding homes which have been destroyed.
There is also the problem of people jumping the border into
Sparta as Sparta can't currently combat it. Please we need help.
I fear that if this war doesn't end then the people of Sparta
will take matters into their own hands and there will be
widespread terrorist acts across Sparta and the NeoConfederate
States. I implore you to consider this."

"We can agree to this, so long as the attorney general of the
NCSA can be a prosecutor in the case, and that Flight to Avoid
Prosecution be added to his charges in Spartan Court. The
president will send overseers to the case to ensure that the
deal is being followed. The investigation will involve the newly
formed CBI, and they will work with any and all state law
enforcement. With Spartan approval, peacekeeping forces can be
deployed to Sparta to protect civilians, and relief supplies can
be brought to help those in need. But this war cannot end until
DEN and Sparta negotiate a peace agreement for the betterment
and security of this nation."

"We fully agree to this and request that peacekeeping forces be
deployed to all major cities across Sparta and we ask that these
forces bring food and water for the civilians. Discussion
attempts are being made on my part to end this war but so far we
have no answer."

Peacekeepers will NOT be deployed, as Sparta has already
evacuated all cities. It is now the Spartan Goverment's fault
that their citizens are starving, as they aren't even in Spartan
territory now!

"There is no way that all Spartan citizens have evacuated the
state. It is logistically impossible. Those that are still in
the cities are rioting over food shortage. The President has the
authority to send peacekeeping troops should he wish. They will
not get in the way of military on military conflict if deployed,
but they will protect all civilians with deadly force. Just
because it may be Sparta's fault that their citizens are
starving does not mean we sit back and do nothing. It is the
duty of the states to act in a spirit of brotherhood and help
each other in times of war and crisis, otherwise there would be
no compassion between the states. The National Military shall be
a light in this darkness."

His Excellency of The Confederate State of Turkducken would like
executive permission to deploy 15,000 troops of the 1st Regional
Division Army into Sparta for Peacekeeping purposes, as well as
5,000 active members from the Medic Corps. The President also
calls upon his allies in the Confederate State of Appalachia to
send relief in terms of food and other supplies.

His Excellency is deferring these peacekeeping troops to the
President, so that some relief may be given. While not every
State may want to be reasponsible for another His Excellency
wants to assist in any possible way, and as such that Sparta has
already given their collective opinion to the President of the
NeoConfederate States, he is volunteering his brave men and
women for the role of peacekeeping.
