OOC: The airfield is provided, and the construction team is my
civilian workforce, just send the design blue prints IC and it
will begin after a bit. You will be expected to pay for the
resources consumed and for the pay of the workers.

In light of this misunderstanding, His Excellency agrees to the
leasing of a small port on the coast of Maryland. As their is no
need to make a new one, however improvements can be made and are
allowed.

Yes the airport will be a public access industrial airport, as
we assume that nothing of ill repute will be moved into the
State.
