Because I hate messing with Virginian. All those city size
counties are a pain in the arse to deal with on the map. :P

No. We act as if the nation disappeared because of internal
disarray. It just disappears, leaving you to occupy the land and
the citizens. No tech will be recovered.
I DO, however, have blueprints from him ;)
