       "However, Militias can be run by states, and the Constitution
       says that the right to keep and bear arms is necessary for the
       security of a free state. So then, why wouldn't the states be
       entitled to running their own militias, as they are sovereign
       entities within this Confederacy? Might I also point out Article
       I,  Section 5 of the Constitution, which states, and I quote,
       "All powers not prohibited to the states nor delegated to the
       NeoConfederate States are reserved to the States respectively."
       Might I point out that States are not prohibited from developing
       any kinds of weapons, nor is it delegated to the NeoConfederate
       States to ban nuclear weapons. I also will point out that if we
       are making the arguments as to who owns the weapons of Gondor,
       specifically nuclear weapons, they essentially belong to the
       people. It was their tax dollars that went into military
       projects, thereby creating a monetary connection from the
       citizens to the armaments. The people also make up the armed
       forces, and guard our weapons around the clock. They financed
       these weapons, and protect them on a daily basis. Through this
       bill, I hope to achieve a sense of teamwork within the states
       because we will be preventing the arbitrary spread of nuclear
       weapons, and banding together for the common defense, and
       preservation of these great NeoConfederate States."

       "And to address the point made by my honorable colleague from
       the Eastern Byzantine Empire, I do believe that the modern
       definition that you gave for a militia is actually what it has
       been since the time of the War of Northern Aggression.  For
       example, the Missouri State Guard was formed in 1861 to protect
       Missouri and fight alongside the NeoConfederacy, even before our
       Constitution was written.  It is therefore that militias
       controlled and headed up by the states have been a part of our
       history since this nation's inception. Militias weren't a bunch
       of farmers protecting small towns back then, they were groups of
       people from all different backgrounds and occupations that
       banded together to protect their homes. It should be no
       different now."

       Hanna zur Linde stands and clears her throat loudly:
       "All this talk of a right to bear arms, and how it ought to be
       interpreted, is a tangent and -- how do you say? -- a red
       herring. The measure at hand concerns trade and the exchange of
       goods or intellectual property in general between the States,
       not conduct within the States.
       As such, to put it as succinctly as possible, it does not
       prohibit the development or production of nuclear weapons by
       anyone, nor even their use. It is not a particularly strong bill
       and I must admit I am surprised at the vehemence with which
       certain members of this House have jumped to defend their right
       to arm themselves, or for their citizens to be armed, when it is
       not at all at issue.
       It is, in other words, a trade bill, which happens to be
       concerned with weapons, and this Congress does have the power to
       regulate interstate trade, as I understand.
       And on that point I move for a vote."
       Representative zur Linde sits with a baffled expression, quite
       unable to comprehend how she should find herself taking a
       moderate stance on anything.

       moderate, I think we should take light of this outspokenness
       from her and to objectively justify what we are discussing, I

       "I clearly defined what trade is within this bill. And I made it
       a point to say that the distribution of nuclear weapons and
       their schematics is not trade, but proliferation. So I'm not
       regulating what trade is, I am regulating what it isn't, in the
       most simple and logical sense. All being said, I vote nay ."
