       "I would like to begin by saying that I hope none of my fellow
       representatives will be offended at my introduction of a lengthy
       argument into a debate that has, thus far, been populated by
       more succinct thoughts.
       Assuming that this bill is not about to be soon tabled, I would
       like to inject some thoughts here. I think it is important for
       us to question ourselves as to the purpose for us retaining
       weapons of mass destruction. The only justified argument,
       outside of warfare and expansionary tactics, is that of
       'mutually assured destruction'. As far as The Free Land of
       Pinkus is concerned, both warfare and expansionary tactics are
       unacceptable reasons to possess WMD's, as they pose unjustified
       threats to national welfare, as well as the civilian populace,
       and are not necessary for efficient conventional warfare.
       Ideally, I would like to think the usage of 'MAD' would only
       apply between the NCSA and outside, hostile forces, but clearly
       there are tensions between NCSA states, obviously due to the
       presence of warfare between states.
       Now, while 'MAD' does have the benefit of maintaining peace,
       this is a tentative peace that only breeds distrust and
       paranoia, and overall I can hardly see of any justification for
       it as a superior method of maintaining peace. In our current
       situation it is surely the most pragmatic, but it is certainly
       not ideal, and there is no reason why idealism can not be
       pursued in this course for the sake of national welfare of all
       citizens. Furthermore, for the sake of solidarity, I would like
       to see all of NCSA take a unified stance on this. Obviously here
       I am also arguing for the removal of WMD's from all nations,
       although apparently the constitutional validity of this has been
       questioned.
       This argument also relies on the assumption that nuclear attacks
       from hostile nations outside of the NCSA can be deterred with
       reliability and effectiveness through other defense mechanisms.
       This should not be solely a states issue, and should have some
       degree of national oversight, as the failure on the part of one
       state to deter attacks from nuclear weapons both harms the
       strength of the nation as a whole (due to intense environmental
       damage), and can also be extremely harmful to neighboring states
       (for the same reason). With an issue as severe as the use of and
       deterrence weapons of mass destruction, we should have some
       accountability to one another.
       Ideally, The Free Land of Pinkus would like to see the complete
       removal of all nuclear weapons, but if the NCSA must rely on
       'MAD', I would suggest that the national government be in charge
       of authorizing the usage of nuclear weapons on a
       strike-by-strike basis, or certainly of reviewing the validity
       of strikes against fellow nations, in addition to banning
       further production. At this point, we of course have an issue of
       centralization vs state's rights, although I would ask my fellow
       representatives to not dogmatically align with one of those
       camps, and look beyond to the criteria of national welfare. I
       acknowledge that I have taken what equates to a centralist
       stance of some issues, and I would like to say that I do not
       necessarily support the use of centralization as a widespread
       policy, but in this specific case it would appear to be
       beneficial.
       With these thoughts in mind I would suggest that amendments are
       in order, although the certainly seems to be enough support to
       cease production of nuclear weapons that this bill can be passed
       in some form."

       Columbia votes against this bill. Representative Henry Spoke
       says:
       "This bill is one step closer to a loss of our confederate
       nation. Colombians have had a history of tyrants walking in and
       telling them what to do, and I as representative don't plan on
       that happening. This bill seeks to dictate how we distribute
       weaponry. From my knowledge, we have no nuclear weapons. But,
       there are nations and people who deserve those rights. We stand
       with everyone, not just ourselves. We are united, but not in a
       way which forces us to conform. We reject this bill and will
       nullificate it if passed."

       governing body should not have the ability to investigate any
       nation, regardless of the decisions made. Tyrants rise from
