OOC: Just as an informative tool, you have to register to vote
in Congress along with making a Representative.
While I cannot agree with Highland Appalchia's legal
proceedings, I do agree more or less with the general tone of
the opposition. However a joint operation or a federally formed
anti-terrorism unit would be far more effective, also as to the
point of the Confederacy funding such projects it would seem to
me to be redundant as every member State pays taxes.

OOC: Shit, sorry about that. Just imagine the president of my
nation climbed through the window or something. I'll get the
approval right now, sorry again.

I'll open discussion with:
Unlike INTERPOL and the CBI, the Home Guard does not
require a warrant to search and sieze, only probably cause and
reason. They do, however, require to be called in by either the
CBI, INTERPOL, state governments, the Interior Guard, the
military, or by the
This violates the regional constitution
Section 15: The right of the people to be secure in their
persons, houses, papers, and effects, against unreasonable
searches and seizures, shall not be violated; and no warrants
shall issue but upon probable cause, supported by oath or
affirmation, and particularly describing the place to be
searched and the persons or things to be seized.
They cannot enter any house they wish to, however. There has to
be a reason to enter. ((I took this from the Carabinieri))

"What about a woman?" Representative Lagana shouts as she enters
the Chambers of the House. "Apologizes Mr. Speaker for my abrupt
entrance, I was just recently assigned to serve as
representative to the House following His Grace's decision to
join the NeoConfederate States." She bows deeply, paying her
respect to the Chair's authority over the House. "Sovereignty,
in its simplest form, is the authority of a state to govern
itself (without foriegn/ outside interference).
Speaking
frankly, I think not a single man in here knows what infringing
on a state's rights is. As part of a confederacy, the state
agreed that once in a while, the Confederal Government, us,
would be given a higher power. I cannot quote exactly, but in
essence, we can make laws regulating certain things. We can make
a military... Good. We can make a state pay taxes. That's not
making a state unsoveriegn, is it? No? Okay. So...
And
States' Rights are political powers reserved to the States
reflecting the enumerated powers of Congress and Article I
Section V of the Constitution, Mr... I'm sorry, your name
sir?..."
OOC: I will be reading over the law, this is just my response
and first appearance.

"Mr. Taranis..." Representative Lagana reads over the law in
great detail, shaking her head in the process. "I... I cannot
support this bill and must show my opposition to it, I'm
afraid."
"A reason, so you mean Home Guard can barge into a house because
they have a reason to do so? Well, you can provide a reason for
anything, doesn't mean it's valid. No, you can not enter and
search someone's property unless there is probable cause and is
validated by a warrant issued by the Court. And this applies to
searches/investigations and detentions/apprenhention. Not just
the Home Guard as well, there is a similar clause referring to
Interpol as well."
