[IC] Extradition of Prisoners Act

Recognizing that each state of the NCSA is a sovereign state
with the ability to create their own laws. Their own court
system and how they punish and imprison offenders.
Realizing that currently states has no jurisdiction outside its
borders to recapture escaped prisoners as no formal agreement
exists between the states. And realising some states rely on
prisoners to assist in boosting their economy through work
schemes or Volunteer Prison Labor Acts.
Understanding the need for states to agree on extradition orders
of sentenced criminals who have escaped into a neighboring state
and assisting in returning criminals to finish their sentence
in the state they were convicted in.
Congress Hereby Mandates the formation of an extradition law
allowing other states police forces to enter another state to
recapture an escaped criminal. That agreed states will sign off
on this law and follow the law in allowing another states police
force to capture offenders.. That states can choose not to sign
off on the law; thus refusing another state the ability to enter
their state to recapture said offenders

"Laws should not be optional. We should not have to put aside a
budget for something that is little more than an extradition
treaty between member states. If this was to be put to ALL
states, and NOT optional like this (Though Confederal Officers
can hunt down prisoners through all states), then I would
support it, even if controversial. This, however, I cannot
support in its current form."

This bill seems redundant in light of the INTERPOL Bill proposed
currently. However I applaud the optional nature of this bill as
it aligns within the nature of our Confederacy.

What is wrong with it?
It gives states the freedom to opt out if there state has
alternative policies in place. Or if they do not want to
extradite prisoners.

The fact that it makes it optional. If this is a law, it won't
be a law when it says optional. It's just a treaty. It is not
redundant in fact. But helpful. This bill should not be optional
and should be made.

OOC: And not to nitpick but we really need to follow the
approved format for bills. Just to have some structure and
organization. Along with acknowledging every bill propsed, as I
have two bills propsed but have no formal votes as of yet.

The crux of the issue would seem to be would each state want
another state's police forces to have the ability to enter and
extradite prisoners. What if the state in question was opposed
to the penalty the prisoner might face in his home state?

Then they do not need to. But they still must detain him, I
believe. ((Just like Canada won't send a man on death row back))
