       Speaker Langdon stands to take the helm, "Yes, congress has the
       ability to establish such committees and officers for it that it
       sees fit. For instance a Sargent at arms, or assistant speaker
       in the way of officers. I have even myself suggested the
       establishment of a committee. I would like to see one
       established to bring the various cabinet officers' duties into
       clearer focus. As they stand currently they are rather, shall we
       say, nebulous. The only cabinet officer that has any clear cut
       job, at this time, is Interior."
