[Bill-IC/OC] Proposal of many Committees

Recognizing that Congress has the ability to form Committees
Realizing that bureaucracy at times is inefficient and
complicated
Understanding the need for organization
Congress Hereby Mandates the formation of many committees, and
the ability to make this bill flexible so as to be used again
when necessary.
The ever pressing need of organization both within our
Confederacy and between Players has moved me to write this bill.
Navigating threads of information to keep track of business
deals, military alliances, trade, militaries, and technology is
becoming increasingly cumbersome as the community expands.
Committees that are responsible and capable of keeping legible
and comprehensive logs of meaningful information would not only
increase RP organization but would and can legitimize players in
their claims for or against other players.

This includes but is not limited to:
A Committee for Economics
A Committee for War
A Committee for Relations
A Committee for Science[/center]
I believe that this would create a sense of organization and
would prevent the sometimes annoying task of digging through
countless replies to find relevant information. This would
legitimize claims of past deals or transactions immediately and
swiftly as players would have easy access of simply scrolling
through a singular page to find the information they are
seeking. The flexible part of the proposal would make sure that
if the need arises for any necessary additions of Committees
that the process would be swift and without much debate.
Each Committee that would be formed would have very little to no
power. The Committees would however be tasked with tracking the
various deals, affairs, and goings ons of the different member
States.
For Example:
The Committee for War would track the respective size of the
standing army, with reserves, along with supplies to the armies
(guns, armored vehicles, etc.) and a list of currently
researched, unless against the National Secrecy or Security of a
State, military technologies. Along with the ability to fact
check any discrepancies noted between two players in terms of
militaristic reality, such as the mobilization of forces,
realistic science applied to militant happenings, and any other
fallacies not noted.
The Committee for Science would track the developments of
Humanitarian, Economic, Liberal, Social, and Environmental
Sciences and their contribution and invention, improvement, new
findings, etc. by member States.
The Committee for Economics would note corporations that have
Interstate presences along with Economic transactions between
two States, unless otherwise comprisable to a States National
Security or Secrecy.
The Committee for Relations would monitor the current foreign
relations between member States (ie: if two states were at war,
or had a non-aggression pact, or a research agreement, etc.)
unless comprisable to a States Security or Secrecy.

OOC: if there is no congressional committee to look into the
armed forces then who will are military be held accountable to.
Military officials get asked to inform and answer questions
about current situations all the time.

If DEN would like to be responsible for keeping tabs on the
military progress of other States as well as the current
developments of warfare, I would not be opposed. But the major
question I ask, Do we need these? Or this as an option?

I think both arguments make for an interesting debate. Im not
sure if I would vote yes because I believe in keeping goverment
small. That being said if he can prove why this is needed who
knows? :)

Generally speaking keeping track of military progress of the
different member States, like a very large military factbook.
With the special duty of researching and fact correcting other
players, kinda like what you've been doing with Sparta in
Operation Blackout OOC but just for everyone. Personal Messages
with gentle reminders that that course of action may not be
possible. But I still think we should have some kind of
committee on it, just for records sake.

Yes but these are just record keeping faculties, having no real
power except in the case of unreal expectations by other
players.
