       President Gray issues statement

       President Gray has issued a statement, asking for a
       congressional representative to help him craft a bill that will
       help constitutionally regulate nuclear weapons. His wishes for
       this bill are that the NCSA may be made a safe place.

       This bill will have my support, but I feel as if I should
       refrain from authoring it, as I am inexperienced in writing
       legislatures. My current proposal to Congress shows this.
