"If an officer in our army is dumb enough to mistake a city for
a base, or make a 'mistake' like that, then he is dumb enough to
be used as target practice. We do not take such things lightly.
Only the monsters of Sparta would do such a thing."

"Having no formal relationship with the State of Sparta, we will
take this into consideration. However embracing such rhetoric in
your society must breed the seeds of fanaticism. However we may
be getting off the topic at hand, and in relation to said topic
we very well may be at an impass." Wiping his brow he looks down
at his papers, "What is your official vote on the matter?"

We haven't gotten to the voting stage yet.
West Phoenicia backs this bill. But also feels it can be cleaned
up a little.
West Phoenicia opposes individual states from controlling WMD.
And may can attest that West Phoenicia seeks to outright ban
them. However placing them in the hands of the NCSA military
alone is something we would consider as opposed to outright
banning them.
It is a win win. WMD will still exist for those nations who
enjoy them. But takes them out of the hands of states who will
use them against another nation.
Let the NCSA alone who will all trust bear that responsibility.

"I apologize for my abruptness Representative, and being that it
is my first bill proposed to this illustrious Congress I humbly
apologize for the roughness of it's words, and will not be
opposed to any positive amendments."

"We do not back this bill. The foolish West Phonecian rep here
is spewing nonsense about how nations 'love their WMDs'. I will
tell you... We have chemical weapons. We do. And we do not own
them for the sake of owning them. For a man to think that he
must be stupid. We own them... To use them if needed.
"This is not a win win as you propose. This is a lose lose. Now
the NCSA has ALL the power, and can easily nuke a nation. And
what can we do? NOTHING. You do not give the government your
guns and say you still own them. That is foolishness. No, I will
not idly sit by and watch an unconstitutional bill be passed.
The government should butt out of our soveriegnity. If we want
WMDs, then let us have them.
If you wish to propose a different bill, such as to ban the
creation, use, and trade of biological weapons, the trade of
nuclear and chemical weapons, and the use of chemical and
nuclear weapons on purely civilian populations, and the ban of
chemical weapons on civilians entirely, I shall fully support
it. But a nation should not cry if its neighbor has nuclear
weapons. No, if a state whines and cries about another nation
having WMDs, but makes no defense or counter to it, then that
state is little useful. It is one thing to not like WMDs and not
make them. It's another to complain about their powers over
states who have none, and make none, because of the above."

When the debate settles a bit Speaker Langdon stands, " Before
we continue further discussion of this bill, is there a formal
second for it?"

I agree with the support but also think of the other facts
What about nuclear power? What about the subs that use it to
patrol areas of the sea? Would this propos shut down this
equipment? Would we be able to use nuclear power for these
purposes?
