this Union, it is my same belief that we need to preserve this
Union. The proposal is clear enough in it's statement, given
Congressional approval you could manufacture these weapons, but
not use them. That is the only limitation."

"So, liberties will be suspended for the select few because of
even fewer? In other words, for those who do not wish to pursue
these weapons, those who do will be forced to never use them,
but to make them? By god it's alright to grow marijuana, but you
could never smoke it, could you? This bill is full of holes and
violations. If you banned pistols because they killed people,
I'd bring you down to DEN and hand you a pistol, and then tell
you you could shoot me or be shot by me. The same with nuclear
weapons and WMDs. These are only WMDs if used wrongly.
Otherwise, these weapons are very useful. For instance, if you
were entrenched, then to save the lives of my attacking men, I
could use Mustard Gas. Or a tactical nuclear weapon if I had
one.
"The one weapon I will never condone is biological weapons. If
you would like to ban those then do it. Only because while
Nuclear and Chemical can be short lasting and area oriented, a
biological weapon has no limits... and can wipe out a country in
days." He shuddered at the thought. "While I don't like nuclear
weaponry, I hate targeting civilian populations. However, one
can never underestimate the power of terror. If you had a choice
between dropping a nuclear weapon on a 1 million man city, and
it would end a bloody, four... five.. six... even seven or eight
year war... would you do it, or would you drag on the war till
that same city was slaughtered, it's women ****d, and it's men
captured and enslaved perhaps? Because sometimes... sometimes
that is the effect."

The Representative stands from his chair, and braces
himself,"You abhor biological weaponry because of it's effects
on the Earth? Then what about the nuclear fallout produced by
such a blast? While the proposed effects of a low yield nuclear
weapon would dissipate in 4-5 days, the environmental damage
from radiation is unknown! Lakes, rivers, oceans could be
polluted by this! Animals growing cancers and hazardous mutagens
can form and cause almost irreparable destruction to this very
land, and the horrific effects of any mentioned weapons are
easily enough to condemn. When you create a machine or object it
has a purpose. When you make an ax it can chop down a tree, or
be used to murder a person, as creators we accept these
responsibilities, but it is pointless to be afraid of what we
can create that has more than one purpose. However! What is the
purpose of a nuclear weapon? To terrorize, to kill, to destroy,
why should we deny what a weapon is? It is a weapon and we must
live with it, we could easily destroy these weapons, but their
necessity is unfortunately necessary as terrible as it is to say
that." Winded, he sits back down.

OOC: Hiroshima is already a massive modern city, and Chernobyl
has people walking inside it all the time. People still live
there.
IC: "And yet radiation can be countered. You talk about
Radiation damage, but do you really know what happens? Only the
worst of the worst can cause what you say! And while you
complain about radiation, a dud bomb could easily kill a man, or
a family, without care! As a weapon, we must use it... but we
must be careful!"

He tiredly sighs and stands up again "Which is the purpose of
this proposal! We are not outlawing it, although I will not hide
my desire to ban these weapons, we have to trust this Union,
with our safety, with our lives, is that not why we are forming
a standing army of 1,000,000 active soldiers?" He sits down
again.

"No, this proposal specifically states to BAN it! this is a bill
to RESTRICT AND BAN THE USE AND MANUFACTURE OF WMDs! How can you
say it is not?"

"I apologize for the misunderstanding sir, I was specifically
talking about Nuclear weapons, they can be used under this bill.
Chemical weapons however are horrifying and they would be banned
as they only seek to cause harm."
