[IC-Bill]A bill to restrict and ban the use and manufacture of
Weapons of Mass Destruction
Realizing: That the Confederacy currently has no restrictions on
WMDs.
Acknowledging: The Sovereignty of each State and the
Constitution of the Confederate States
Noting: The militant need some States see in possession and use
of these weapons.
Be it enacted by Congress here assembled that:
Section 1: It becomes illegal to continue the manufactory of
chemical weapons.
Section 2: The use of chemical weapons becomes illegal
Section 3: Any current or in developed nuclear weapons be
surrendered to the Army, Navy, and Airforce of the Confederacy.
Section 4: The continued manufactory of new Nuclear weapons may
only be authorized by this Congress
"This bill would protect more lives, innocent or not, from being
lost to the hands of War." proclaims Representative Joshua
Marshall Graham, "While my State is not opposed to the idea of
war, the recent weapons constructed and maintained by other
States in the Confederacy seem to be only for the continued
purpose of creating and maintaining conflict." Standing from his
chair, "As this country edges ever closer to a Civil War it is
my personal concern, that these weapons will be used against
each other, and then I ask." He pauses and closes his eyes,
"What will we then justify the countless and horrendous loss of
life to each other? The loss of brothers, sisters, families,
what will remain in the ashes of our former great Union?" The
room is silent. The aged man, looking very frail and old, sits
himself down in his chair, and wipes a tear forming in his left
eye.

IC: Representative Ascrith stands up, shaking his head.
"I don't agree with this, no, but it's one thing to outlaw the
NCSA to use it. It's another entirely to outlaw the States'. As
a sovereign entity, we are allowed to do as we please, with
whatever we want, to a point. But Congress cannot tell a state
'Do not build this', simply because it is bad. It is bad for DEN
to place prisoners in Work camps, but can the NCSA tell me to
disband those? No. It cannot. It cannot even tell people to
remove monopolies, or to change it's economic structure. DEN is
a very, very socialist and communist country. Is that bad? No
one can say. Just like with nuclear weapons. One cannot
underestimate it's usefulness. Tactical nuclear weaponry can
save lives, as could strategic. So can chemical warfare. But
this bill is illegal.
"Now, if a group of states could join together and make a pact
about it, then we can do that. If this bill is aimed towards the
Confederal government, then that is fine. The NCSA will not be
able to do such a thing in war. But a state is a sovereign
state. Not a province."

OCC: I apologize I tired to do it the best I could, please
advise me on what exactly was wrong so this does not happen
again.
ICC: "But is it not the responsibility of the Confederacy to
protect the lives of its citizens? I only feel as if the
responsible use of nuclear weapons would not only be safer, but
more efficient. Without the need for individual coordinated
strikes would it not be much more efficient to have a central
command? We are also a Communist and Socialist State good sir,
and we see no need for such actions."

"Then, if your only responsibility is to protect lives, ban war.
Ban the death penalty. But that is impractical. Nuclear weapons
are what they are because it is a deterrent if anything. But a
state who wields such power would be smart to never use it, no?"

"The Commonwealth of Hirilia will not be agreeing to any such
pact that would limit our ability to preserve our sovereignty.
Our Parliament feel that we have a responsibility to the
citizens of our nation first and to the region second. Having
just began our nuclear and WMD programs, the Hirilian government
under the new leadership of PM Card feels no calling to slow the
production of our weapons, and stands by the USS DEN and we
believe may others that the NCSA government may not interfere in
local national policies."

"Yes war sir, war is something I would like to prevent, but more
specifically what really concerns me is Civil War. As Texas
becomes increasingly desolate and destroyed by Civil War, put
member States are beginning to be dragged into this conflict I
only fear the escalation of events could tear our Union apart.
As my country recently ended it's 100 year Civil War, the
horrors we have witnessed during this period of our history are
still fresh and we have only began to recover from these
horrors, we only seek to prevent any conflict not only for our
sake, but for everyone's sake." The aged man trembling, looks
down at his table running his hands through his narrowing hair.
Upon hearing the newest response he raises his head and braces
himself again, "I understand what I am asking to this Congress,
if you have seen or so freshly remember the horrors of war so
clearly in your mind, then I would think we could agree to
relinquish this terrible power to the National Military.

Representative Hanna zur Linde stands, with a salute:
"In the name of the Fuhrers, Reich, and Volk, I can only support
this legislation. Warfare may be, and I believe, is, an endemic
characteristic of mankind, which assures that the strong triumph
over the weak to the ultimate benefit of humanity. However, if
that natural imperative is to continue without the destruction
of the world and the death of all its people, we must not
include certain weapons of mass destruction, specifically
high-yield nuclear weapons."
