       [Law-OOC] Land Claim Act of 2015

       Realizing: A standard unit of measurement dictating rules of
       territory is needed for a society to exist in peace.
       Acknowledging: The right to land, sovereign in the state's
       rights to own.
       Noting: A progression of growth is desired and shall be governed
       by Congress.
       Congress Hereby Mandates:
       Section 1: That each State shall, upon admission to the
       NeoConfederate States, be given their choice of land no larger
       than 32,020 sq mi (82,931. km2) of any unclaimed land owned by
       the NCSA.  After the state has resided in the region for five
       days from their addition to the map, they may apply for a
       one-time free expansion, which is also limited to 32,020 sq mi
       (82,931. km2), this is in addition to their existing territory.
       A State may role play one additional expansion in addition to
       its free expansion. This expansion is limited to 16,010 sq mi
       (41,465.5 km2). A state may change the entirety of its claim
       only once. However, the new area being moved to must be of the
       same size and the state does not regain any expansions used.
       Section 2: All territory that is owned by a single state must be
       contiguous, and may not be separated by another state, unclaimed
       land, or any body of water larger than Lake Superior. Islands,
       such as Hawaii, are exempt from this, but are limited to the
       immediate islands in their main cluster. A state's territory may
       not posses a corridor.
       Section 3: No land under the sovereign reign of a state shall be
       annexed by another state either through claim, war, or any other
       forceful means. Land may be acquired by means of peaceful trade,
       not as a resolution to a war. If a state is found to have more
       land than is legally acceptable, it may be taken to court in
       order to settle the discrepancy. It is the responsibility of the
       Prosecutor to provide evidence, via mathematical measurements,
       of the accused state's land compared to the land limit approved
       by law to the best of their abilities.
       Section 4: Congress designates the Secretary of the Interior to
       approve claims, or such person as may be making the map if there
       be no Secretary of the Interior. In either case such person
       shall be responsible for enforcing the provisions of this law
       and assuring that all approved claims meet the standards set
       forth by it. Congress reserves the right to revoke any claim,
       however, revocation of a claim must be taken under consideration
       by Congress no later than seven (7) days after its initial
       approval.
       Definitions:
       Lake Superior square mileage/kilometrage: 31,700 square miles or
       82,170 square kilometres
       unclaimed land: Any land on the map left blank (or white), not
       colored in to denote state held territory.
       Contiguous: Touching; in contact with.
       Corridor: A thin stretch of land 3/4 longer that it is wide that
       separates two states, a state and potentially claimed land, or 2
       plots of potentially claimed land.
       [spoiler=changes]What I've done:
       1) Altered the amount of land granted in an original claim to
       what we've been doing here. I did the math and this will
       actually allow us to have 47 states and a fraction on the map at
       one time. Quite frankly I don't recall at any time actually
       going over 20 some odd in the past.
       2) Removed the reference to a state in how much land a claim may
       encompass. This was the crux of the original argument that this
       version was intended to fix. Instead a state may now only posses
       so much land.
       3) Limited the number of expansions. However, those expansions
       allowed still amount to 2 1/2 times the original claim. This
       will drastically reduce the amount of time the map maker has to
       spend on expansions and give him more time to enjoy the region
       instead of having to always be altering the dang map!  ;)
       4) Removed the ability of Congress to grant claims in excess to
       the ones mentioned in the law. While I feel this was good for
       Role Play purposes in practice it was exploited by people who
       were trying to create empires within the NeoConfederate States.
       5) Limited the amount of times a person can move their claim.
       Specified that the area they move to must be the same size and
       that they regain no expansions because they moved. Several times
       before a member managed to "grow" their state just by moving it
       then started expanding again because they thought their limit
       had been "reset".
       6) Designated a person to approve claims and enforce this bill.
       Allowed Congress to revoke approved claims if taken under
       consideration within seven days of approval. I used the language
       "under consideration" because previously it was interpreted that
       the whole revoking process had to be done within this
       period.[/spoiler]

       Pennsylvania of any land owned by the NCSA. A state may then
       expand up to, but not exceeding 2.5 times the square
       mileage/kilometrage of Pennsylvania. If a state has a legitimate
       reason to expand further than 2.5 times the square
       mileage/kilometrage of Pennsylvania, it may bring it's request
       before Congress. If Congress deems said state's reason
       legitimate, that state will be allowed to expand no larger that
       an extra 1/2 the square mileage/kilometrage of Pennsylvania.
       Section 2: All state land that is owned by a single state must
       be contiguous, and may not be separated by another state, NCSA
       owned land, or any body of water larger than Lake Superior.
       Islands, such as Hawaii and Cuba, are exempt from this, but are
       limited to the immediate islands in their main cluster. A
       state's land may not consist of a corridor, which may be used to
       block trade, or movement of citizens, or troops.
       Section 3: No land under the sovereign reign of another state
       shall be annexed by another state either through claim, war, or
       any other forceful means. Land may be acquired by means of
       peaceful trade, not as a resolution to a war. If a state is
       found to have more land than is legally acceptable, it may be
       taken to court in order to settle the discrepancy. The accused
       state may prevent the lawsuit by providing proof of approval by
       Congress. It is the responsibility of the Prosecutor to provide
       evidence, via mathematical measurements, of the accused state's
       land compared to the land limit approved by law to the best of
       their abilities.
       Definitions:
       The square mileage/kilometrage of Pennsylvania: 46,055 square
       miles/119,282 square kilometers.
       Lake Superior square mileage/kilometrage: 31,700 square miles or
       82,170 square kilometers
       Land owned by the NCSA: Any land on the map left blank (or
       white), not colored in to denote state owned property.
       Legitimate reason to expand: Reasons may consists of, but may
       not be limited to, realistic population overgrowth, or granting
       access to a coast line for naval development that the state has
       not previously been capable of. Ultimately the legitimacy of the
       reason shall be determined by Congress.
       Contiguous: Touching; in contact with.
       Corridor: A thin stretch of land 3/4ths longer that it is wide
       that separates two states, a state and potentially claimed land,
       or 2 plots of potentially claimed land.[/spoiler]
