I dont recall embassies having to be approved by Congress. At
least not on the old forum. Is this something new?

I think this may fall under, "The President shall have the power
to negotiate treaties; provided two-thirds of Congress concur"
(And speaking as a past member of this region, somethings we
really didn't go by or some procedure was different. For
example, the NCSA protecting States from invasion and such.)
Anyway, I defer to the judgement of the President. Whether it
goes through Congress or not.

I don't think this would count as a treaty though. I asked in
Congress about the embassy for the United Commonwealth because
we didn't have an elected President at the time. I think what
would have to be done through Congress is for the President to
appoint an ambassador to the North American Federation.
