Realizing: A standard unit of measurement dictating rules of
territory is needed for a society to exist in peace.
Acknowledging: The right to land, sovereign in the state's
rights to own.
Noting: A progression of growth is desired and shall be governed
by Congress.
Congress Hereby Mandates:
Section 1: That each State shall, upon admission to the
NeoConfederate States, be given their choice of land no larger
than 32,020 sq mi (82,931. km2) of any unclaimed land owned by
the NCSA. After the state has resided in the region for five
days from their addition to the map, they may apply for a
one-time free expansion, which is also limited to 32,020 sq mi
(82,931. km2), this is in addition to their existing territory.
A State may role play one additional expansion in addition to
its free expansion. This expansion is limited to 16,010 sq mi
(41,465.5 km2). A state may change the entirety of its claim
only once. However, the new area being moved to must be of the
same size and the state does not regain any expansions used.
Section 2: All territory that is owned by a single state must be
contiguous, and may not be separated by another state, unclaimed
land, or any body of water larger than Lake Superior. Islands,
such as Hawaii, are exempt from this, but are limited to the
immediate islands in their main cluster. A state's territory may
not posses a corridor.
Section 3: No land under the sovereign reign of a state shall be
annexed by another state either through claim, war, or any other
forceful means. Land may be acquired by means of peaceful trade,
not as a resolution to a war. If a state is found to have more
land than is legally acceptable, it may be taken to court in
order to settle the discrepancy. It is the responsibility of the
Prosecutor to provide evidence, via mathematical measurements,
of the accused state's land compared to the land limit approved
by law to the best of their abilities.
Section 4: Congress designates the Secretary of the Interior to
approve claims, or such person as may be making the map if there
be no Secretary of the Interior. In either case such person
shall be responsible for enforcing the provisions of this law
and assuring that all approved claims meet the standards set
forth by it. Congress reserves the right to revoke any claim,
however, revocation of a claim must be taken under consideration
by Congress no later than seven (7) days after its initial
approval.
Definitions:
Lake Superior square mileage/kilometrage: 31,700 square miles or
82,170 square kilometres
unclaimed land: Any land on the map left blank (or white), not
colored in to denote state held territory.
Contiguous: Touching; in contact with.
Corridor: A thin stretch of land 3/4 longer that it is wide that
separates two states, a state and potentially claimed land, or 2
plots of potentially claimed land.
