[IC-Bill] A Bill to create a Ministry of Sports to establish a
sporting culture and sports competitions in the NCSA
Realizing: that the NCSA momentarily has no sports structure
whatsoever
Acknowledging: the sovereignty of each state.
Noting: that sports are important for health, and happiness.
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
Section 1.
A ministry of sports be created by the government. This ministry
would help NCSA states to establish a sporting culture, to
support both professional and amateur sportsmen in reaching
their goals. The establishment of sports competitions that
include teams from the entire NCSA would also be the task of
this ministry.
Section 2.
The ministry of sports would NOT enforce any rules/laws on
individual states. The purpose of this ministry is to help the
states in the pursuit of a good sports system.
The ministry of sports will also facilitate the
creation/organization of NCSA sports competitions. No state is
forced to participate in those competitions. Participation is
voluntary and to be decided by each individual state.
Section 3.
By the formation of this new government agency, a Minister of
Sports will be added to the President’s cabinet. This
Minister would be appointed by the President himself.
Section 4.
The Ministry of Sports is to be established as soon as this bill
is passed.
Section 5.
All laws in conflict with this legislation are hereby declared
null and void.

"Why would you need a minister? Wouldn't it be much more
efficient to create a group of people and elect a chairman for
that? Even more curious still... Why create all laws in conflict
with this null and void? This is a heavy handed bill, and sadly,
would take precious money from other budgets, like commerce,
upkeep, public services, and the military, all very important."
Representative Ascrith Taranis said after he stood up. "I motion
to table this bill, as it is unnecessary, redundant, and we do
not need another person in a place of useless power."

Ditmar Lange gets up and says:
"I firmly believe in this bill, in this project. I believe that
it is a project that truly benefits the people.
Now, the costs were mentioned. I want to state 2 things.
Firstly, I believe that a better sports system would lower the
health-costs in the long term, due to the people maintaining a
better physical condition.
But secondly, as Diddyland enjoys a incredibly strong economy
and, once again, it is my strong belief that this project will
have a very positive effect, Diddyland would gladly cover the
entire 100% of the costs that the Ministry of Sports would cause
the NCSA for the next 25 years, provided the first Sports
Minister were a Diddyan citizen.
I hope that this financial contribution merits your
reconsideration."

"It does not. It only strengthens my side by saying if a state
can and will cover it, then the states in question who want this
should gather together and create a group, free of the
Confederal government's overview. Why create a whole new branch
in the government only for the desire of two nations? Three?
Four? And to whose interests?"

I'm not sure what is with Section 5.
The overall bill has West Phoenicia support as numerous nations
have asked for sports to be included.
You could also have approached the new President. He has the
ability to create new cabinet members. Maybe he can find it in
his heart to add a new cabinet. As VP has nothing to do until a
Senate is created. Maybe hand ball that Sports Minister
portfolio to the VP.

OOC: I had downloaded a template for writing bills, and it
included that section 5 sentence. So, thinking that it was just
a standard clause for bills, I just left it there.

West Phonecia, constitutionally, the Vice President is required
to hold a cabinet position (eg be secretary of something). So
you are actually incorrect about the VP having nothing to do.

We would like to see a bit more support for this bill. Someone
as Minister of Sports would be a great way to actually start
getting things done in regards to Sports and Culture. Otherwise
like many issues its discussed and nothing happens as no one
moves forward with it. Sports will only up a whole lot of new
activity especially as we seem to be just engulfed with war rp.
We motion for this to move forward.

I've motioned to table.
In case you haven't noticed, if a state is willing to fund this,
then there's no real reason to create a new cabinet position. At
most, he'll be useless, and at worst he'll just be sucking up a
budget. We're in the middle of two wars right now, and you can
only think of sports?
If you are willing to fund your own budget, then get together
and make a group. That way, nations like MINE who aren't
interested won't be forced to contribute money to those who ARE,
which is really unfair. If you already have a big plan for this,
you should do it yourself.
