Carolinian Expansion

The CA is growing out of its land. Just look at us! You expect
us to fit 2.7 billion people here? Nonsense! The population is
demanding an expansion, and we've had the fifth land protest
this month. Something obviously needs to be done, and the
government has its eyes set on a new territory: Georgia. The
government is currently planning the development of the
territory, and its intentions have been released to the public.
