       The Politcs of the Gallifrean Time Lords

       After winning their initial freedom from the Pythians, the
       leaders within the Gallifrean resistance decided the best form
       of government would be that of an Empire with a strong Emperor
       (at times called Lord President) to lead and guide the Time
       Lords to victory and prosperity.  The most logical choice for a
       joint leadership were that of Omega and Rassilon, having led the
       Time Lords in their revolt.  After Omega's disappearance,
       Rassilon was recognized as the lone Emperor.  It was agreed that
       an imperial senate was to be formed, also known as the Time Lord
       Council.  This senate would include a representative from each
       county within the Holy Empire.  The senate, with the advice and
       approval of the Emperor, legislates the laws of the land, with
       the Emperor given much freedom in executing the laws of the
       land.  Should the need for a new Emperor arise, the imperial
       senate will vote a new one into office.  Imperial courts were
       set up throughout the land to try cases.
