[Law- OOC/IC] Standard for Proposing Bills

Recognizing That many nations wish to propose bills to the NCSA
government, whether to improve their own standings or improve
the quality of the Region,
Realizing That there is not a standard way of proposing, or
filing Bills or Laws, and that this may cause some confusion,
Acknowledging That many people do not know how to properly word
a bill in order to convey their own information, and that the
current form of bill proposal will be very confusing,
Congress Hereby Mandates that a standardized form of bill
proposal and filing be created, to bring order to the
Congressional floor, as well as make the construction and
examination of bills or laws much easier on the person.
Bill Standardization:
The current bill format is non existent. This bill will create a
format that everyone may choose from and use, so as to create a
well ordered, and clearly made bill with it's intentions
visible. The bill must be created using these formats:

Explanation of Bill/Extra Content Here[/code]
A filler shall be composed of one of these things:
[code]Acknowledging
Recognizing
Realizing
Knowing
Understanding
Considering

This list is not conclusive: if you find something else you'd
like to add, you may.
Filing:
For Administrative purposes, a Bill must include one of the
following, or a combination of the following, in the title:
[OOC-Bill]
[IC-Bill]
An OOC bill only affects Out Of Character decisions, or more
specifically, only the player. This affects how you conduct
yourself, and how you write a bill, etc. It ONLY affects OOC
decisions/conduct.
An IC bill only affects In Character decisions. This covers
anything that affects your nation, your characters, or your
equipment/items. This will not affect OOC.
A combination (OOC/IC) is a bill that covers both, such as this
would.
Once a bill is made into a Law, it is designated by the prefix
[Law] after it's affecting area. For example:
[OOC/IC-Law] Standard for Proposing Bills
A failed bill shall be designated by the prefix [Dead], so it
reads
[OOC/IC-Dead] Standard for Proposing Bills.
Any bill without any of the above items is considered null and
void, and must be resubmitted with the edits.

This is a much better standardization than before. I like the
OOC/IC aspect. It'll help a lot more in the courts.

I agree. This standard will help a lot with people who don't
normally make bills. This also helps with the separation between
OOC and IC so no one has to ask.
