International Canal Bill - IC

Commonwealth of Hirilia, General Scott Dunn
Fellow nations of the Neo-Confederate States of America,
I speak to you on behalf of the Hirilian Parliament when I
propose to you all the creation of a canal that would greatly
enrich the region as a whole. For centuries, explorers have
searched for a 'Northwest Passage'. A body of water that would
allow the transport of goods from the Atlantic to the Pacific
with ease. I am here to give you the solution to this search.
Below you will see a map that shows the proposed region. In this
area we see that the Missouri, Yellow Stone and Snake rivers
almost touch. We propose the creation of a international,
unclaimable canal or man made lake that would create a
connection between these mighty rivers and allow a ship to go
through the mighty Mississippi, up the Missouri reach, this
canal, enter the Snake and ride the Snake down to the Columbia
and from there emerge in the Pacific Ocean. This would be a
monumental boom for all the economies of the region, making
trading easier. The Canal would be internationally held and thus
would not a permanent military presence of any one nation,
however we could create a specific force for the specific
purpose of protecting this life giving project. If you have any

Upon seeing the bill, Speaker of Congress Johnathan Gray stands
to voice a problem with the bill. "This bill is not submitted in
the correct form required by the Standard for Proposing Bills
law, and is therefore invalid under the law. For this bill to
even be considered, it must be edited in such a way that
reflects the law. Until then, this bill cannot be seconded,
debated, or voted on as it is an illegal bill."

Hirilia, exactly where do you wish to build the canal. I would
be glad to help with the formatting for this but need specifics
in order to rewrite the bill.
