       "We can not agree to this. There is no way for the Hirilian
       government to keep tabs on this proposition and the presence of
       a foreign military would set locals into a rage. If this means
       we do not get the nuclear weaponry as quickly then that is fine.
       We are willing to ally ourselves in every way besides this. I
       hope that this disagreement will not affect our future
       dealings."

       The Confederate State of Missouri would like to point out that
       all the research that was done in Missouri while we were
       developing nuclear reactors is published and free to use.

       "The Discount is more than fair, however, Hirilia is a
       landlocked nation its self. If you mean to house them on the
       Snake river, you may, but it is not a strategic point. In order
       to access the ocean you would have to pass through the territory
       of Evergreen Columbia, and True Veritas. Sorry to through that
       in, you may build them here, however Hirilian government does
       not see the logic in it.

       Raley reads over the contract, cementing the economic,
       political, and the technological alliance between the nations,
       he highlights the the section stating the prohibition of
       exchange of military bases, except for the purpose of building
       and housing some naval ships in a few privately owned ports.
       Before signing he questions Espo to ensure that there will be no
       significant Spartan military presence in Hirilia with this
       exception.
