The Commonwealth's move towards the Nuclear Age

The Commonwealth having mined a large amount of the Uranium
found in the Blue Mountains territory, will be begin research
into Nuclear fission in the form of reactors to provide clean,
native energy for The Commonwealth. While motions to also begin
research into Nuclear arms have been formed, Prime Minister
Matthew Raley is staunchly against the development or use of
nuclear arms.

In Secret
Prime Minister James Espo with the permission of Emperor Xerxes,
offers to help this newcomer in procuring nuclear arms or simply
continue their nuclear mission as Sparta is the best in nuclear
arms area. PM James Espo is on his way in a jet to discuss a
possible alliance and asks if he may be allowed to land on his
arrival.

airport and will be greeted by Prime Minister Matthew Raley.

After gaining permission to land the jet slowly descended.
PM Espo exits the jet and looks around for PM Raley.

Prime Minister Raley exits out of the terminal and after
greeting PM Espo, leads him to a hanger where a fully furnished
Gulfstream C-20 is ready to take the two men two the reactor
construction site. The windows are blacked out so as to not
reveal the location of the site. After a half-hour flight, the
men descend into a mountainous valley. Upon exiting the air
craft PM Espo sees only an air craft landing strip surrounded by
dense Northwestern vegetation. Out of the forest, to his left,
three humvees emerge from the wilderness sporting almost perfect
camouflage. Pulling up to the plane, the first and last humvees
sport a large 50 caliber rifle along with what can be clearly
seen as 4 well equipped soldiers inside. As PM Raley brings PM
Espo into the center humvee, Espo notes that inside is a man in
full tactical gear, armed with a SCAR - 17 as well as large
knife on his chest and a tomahawk attached to his leg. The
interior of the center Humvee is leathered and designed to
impress. With the center humvee locked down, the plane takes
flight and the Humvees takes accelerate to well over 50 mph. The
burst into the wilderness and tear up the side of a mountain
before approaching hill and suddenly descending into a cement
tunnel, diving towards the heart of the mountains. After 2
minutes in the tunnel, the two men arrive at a hole in a stone
wall with two soldiers, a passage way and a room. The soldiers
strip both men of their watches, phones, and ask if the men have
any other metal or electronic devices on their person. Espo asks
what the room he and Raley find themselves in does and is
informed that it is an EMP room, designed to kill any electronic
listening device that may be smuggled in. After exiting the room
and proceeding under armed guard, Raley turns to Espo, and
calmly says "Now, lets talk business."

"I would have to discuss it with Parliament, but I could see our
way towards a an alliance of economic, political, and
technological significance. However, at the present the nation
of Hirilia has a long-standing non-interventionist policy and
does like the idea of having treaties with other countries that
would drag us into a conflict that would not affect us. On all
other fronts I am sure that we are more than willing to ally
ourselves with your nation in all other respects. I can talk to
the people, but I doubt a military alliance would fair well with
public opinion. However, we could have an trading of embassy's
and the coordinated work towards a more economically secure
region."

"I have decided to forgo Parliament and 'ok' the development of
Nuclear Arms. We would appreciate any help you could lend
towards our efforts of creation of a purely defensive arsenal
would be most appreciated. We are on the cusp of completing
research on ICBMs. With that said, Hirilia is fully willing to
back your venture at the capital in Richmond, for the creation
of a region wide train system, provided you will back the
creation of a international held canal that Hirilia seeks."

"We agree to this. Now, we will send the designs to you for the
nuclear weapons, but we ask that you sign a Mutual-Defense pact
with us as well as with the other things we've agreed to. This
entails the exchange of military bases. You would choose where
you'd get yours, and we would choose ours. Agreed? If so, I have
the nuclear weapon designs ready to send to you and engineers,
scientists, etc. to help you build."
