Well if I am going to use my expansion to take the same PA plot.
Should I just wait a day and use my expansion. If I moved to PA
now, I would use my expansion to just take the same plot I have
in NY as I do now?

Moving doesn't use an expansion. What the rule says is "if you
have used the expansions you don't get them back because you
moved." Since you haven't used them yet you can move then use
your expansions. The intent is to keep states from growing
because they simply move, and to keep me from having to
constantly move people around on the map. :P
