       To Confederacy of Liberty.
       As our two nations share borders. We offer a proposal of a joint
       coast guard to protect both our lands from invasion or
       smuggling. We also offer other concessions to become closer
       allies.
       If you agree to the proposal we will write up a formal proposal
       which we both can adhere to.
