Actually, no you can't. A state may not tax trade from another
state except for what is absolutely necessary for the upkeep of
its ports and such facilities. And then it has to have the
permission of Congress.
Article VI
Section 3: No State shall, without the Consent of the Congress,
lay any Imposts or Duties on Imports or Exports of another
State, except what may be absolutely necessary for executing
it's inspection Laws and maintaining its harbors and ports: and
all such Laws shall be subject to the Revision and Control of
the Congress.
What Heavenly Paradise need to put into action is this section
of the same article, you people really need to thoroughly read
this document. ;D
Section 7: The NeoConfederate States shall guarantee to every
State that now is, or hereafter may become, a member of this
Confederacy, a sovereign government of its choosing; and shall
protect each of them against invasion; and on application of the
Legislature or of the Executive when the Legislature is not in
session, against domestic violence.

"THEY'VE WHAT?!?!" roared Adam Simpson. His secretary was
standing in front of him, quivering in fear. "They've...
declared war, sir." said the secretary in a weak, vulnerable
voice. "This is bullshit, BULLSHIT!!!" barked Adam, banging his
fist hard on his desk. "What... are we going to.. d-do,
s-sir...?" asked the secretary. "What are we gonna do? WHAT ARE
WE GONNA DO?!? We're gonna report this to Congress. If they
can't do anything about it, then this whole NeoConfederacy is a
mess." Adam replied. And, he was right. War between two states
in the same union would just be wrong. "B-but.. sir... what is
Congress going to do?" the secretary hastily asked, covering his
ears, praying Adam wouldn't snap. "Congress will probably send
the army of somethin', I don't know! Now, please leave,
secretary. I'll have to think about this whole situation." Adam
ordered. And with that, the secretary left. Seconds after he
left, Adam punched his coffee off the table. "Man, I hate my
life."

The Newly crowned King William stood before the people in
Portland. He knew what was at stake. He had calmed the flames of
civil war for a short time. Due to the fact that he supported
the rebels and was royalty, both sides owed him allegiance,
which he had gotten much of. To the immigrants he promised a
wealthy society, and to the loyalists he promised that the rule
of law would be maintained. He had unified his nation, or most
of it, in a time of crisis. He was on a broadcast to the nation
and began to speak, obviously angry.
"Citizens of Heavenly Paradise, it is apparent that we are at
war. The USSDEN has blamed us for the sinking of naval ships and
their passenger counterparts. We have done no such thing. None
of our navals vessels were anywhere close to the incident at the
time, much less were the missiles that struck the ships of our
own make. We are not murderous, genocidal, or irrational. Might
I also remind you that the riots started due to a man being shot
by an unidentified gunman. You and yours Vladimir, are a brood
of vipers and pathetic liars. We had nothing to do with this,
and yet you declare war without actually investigating the
sinking of the ships in any way. The iron curtain has been
lifted. Maximus warned that DEN would be more aggressive, and
that we would notice changes. And so I think your nation has
infiltrated mine in order for a casus belli. You are mistaken if
you believe that we will surrender so easily. We are united! We
are off to defend our honor! We are off to war!"
After he concluded, the anthem of the Military began to play,
Christian in nature. The men had fervor in their hearts an blood
on their minds.
