       [Bill-IC] State of Texas Travel and Trade act

       Acknowledging that the eastern portion of the State of Texas has
       become a war zone due to the presence of an insurrection in the
       area.
       Realizing that it is the duty of this body under the
       Constitution to protect state governments during times of
       insurrection.
       Further realizing that this state of insurrection presents a
       clear and present danger to travelers entering the area.
       Aware that Spartan arms and or ammunition have found their way
       into the use of the insurrectionists.
       The Congress of the NeoConfederate States hereby mandates:
       All non-military related travel into government held areas of
       the State of Texas shall be limited to specific checkpoints.
       These checkpoints will be Sherman Texas on the northern border,
       Killeen Texas on the western border, and Galveston Texas by sea.
       Al persons passing through these checkpoints will be subject to
       search and verification of identification. Persons found
       transporting contraband goods will be subject to arrest.
       Contraband, for the purpose of this bill, will include firearms,
       ammunition, explosives, or any other sort of ordnance not
       approved by the State of Texas.
       All travel into and out of insurrectionist held areas, except
       for that of a humanitarian or military nature, is prohibited.
       All such humanitarian travel must pass through a checkpoint to
       be established in Cherokee County Texas and will be subject to
       search for contraband, and if found transporting such subject to
       arrest.
       Border areas and checkpoints will be patrolled and maned by
       State of Texas military and its allies.
       Violation of this law will bear a two to five year sentence in a
       Texas prison.
       This law will cease to be effective once the State of Texas has
       declared the insurrection ended.

       "Then, Rep. Baroda, will your state contribute troops so we may
       discharge our responsibility under the constitution and end this
       insurrection?" said the representative from Missouri,"Or would
       you rather enable us to stop the influx of arms and armament to
       the insurrectionists and allow our state alone to continue
       fulfilling this confederacy's duty? Because, I assure you
       madame, should this bill fail we will be encouraging the
       rightful government of Texas to apply to this body for
       assistance and the only answer it can give under the law is
       yes."

       West Phoenicia will agree to the sending of 10,000 West
       Phoenician infantry as peace keepers as well as 20 Medical
       Doctors and Nurses into the hot zones of the Republic of Texas.
       We will also send 1 of our Hospital Ships the Sekhmet to
       disembark offshore to assist both parties involved in the
       conflict.
       We will also send shipments of food and medicine and diplomats
       to talk with both parties involved.
       This will only be agreed with the permission of the ruling body
       of the state of Texas.
       But we strike down this bill. No citizen of West Phoenicia
       either military or diplomats will be searched at any check
       point.

       "Perhaps then, madame representative, you have a better idea
       about how to stop arms and ammunition reaching these
       insurrectionists from an unknown source? If so I am open to
       suggestions?"

       Baroness Honey Baroda calls on her allies in Congress to table
       this bill.
       "We offer assistance to a ravaged nation in the midst of a civil
       war. And we get treated as common criminals.  Practically
       stripped searched. We will pull all assistance if this bill
       passes."

       "Madame, no one has strip searched anyone yet", says the
       representative from Missouri, "As this bill has not even been
       voted on. It would be unconstitutional for a state to take such
       actions of its own accord. Such matters are left to this body. I
       would suggest, madame representative, that it might be in your
       interest to dial the histrionics back a skosh."

       Representative William Hartnell sighs, stands, takes hold of his
       suit jacket lapels, and begins to speak:
       "We see the chaos caused by the insurrectionists in Texas and
       sympathize greatly with our sister nation's plight.  I fail to
       see, however, how these checkpoints will help in preventing the
       illegal distribution of arms to these heathen.  It may be more
       effective to call on the various nations states of this region
       to build a force to go in and merely quell this insurrection,
       but we need a panel to weigh the various options available to
       us.  With that in mind, I will second the motion to table this
       particular legislation until more information makes itself
       available as to the effectiveness of our different options."
       Rep. Hartnell sits down and wipes the sweat from his brow.
