The Commonwealth of Hirilia has recently acquired former Walla
Walla County which grants our nation access to the Columbia
River. Seeing as The United Kingdom of Evergreen Columbia is the
dominant force on the Columbia, our government and people are
proposing a trade agreement for fair use of the two largest
rivers of Northwest; the Columbia and the Snake. The Hirilian
Government also extends this trade partnership to the new nation
of True Veritas, as our government believes that complete free
trade on the Columbia, Snake and the Willamette will greatly
benefit our corner of the region.

Due to recent arrival, the Federation of Enduranca now possesses
a significant amount of mileage of the Columbia River. Heads of
government wish to seek cooperation with Hirilia and the UK of
Evergreen Columbia. Enduranca would support free trade along the
river.

Provided that Evergreen Columbia and True Veritas will agree to
the proposal, The Commonwealth of Hirilia opens the Snake river
to all trade from Federation of Enduranca.
