Tech Level Abolition

Knowing that the NCSA works under an MT system.
Which only allows a strict amount of nations to be free of tech
of choice.
Hereby slowing down the recruitment numbers to a halt.
By abolishing the MT level rule...
More diverse nations can enter.
Which can probably speed up recruitment.
And allow a huge amount of nations in other technologies to come
in.

Knowing that a roleplay between two nations of different
technologies will be unfair.
We will look at the two technologies and see its average.
i.e If someone is FT and someone is PT, MT will be used.
This roleplay will be under supervision, To prevent either
nation to use anything cheeky.
However no supervision is needed when the two nations are of the
same tech.

Since I started recruiting again, roughly four days ago, the
region has gone from a population of 29 to 53 tonight. That is
an increase of 24 nations in four days, by the way. I hardly
call that "slow recruiting". What this will effectively do is
keep nations from RPing with each other. I know for one I would
not RP with Scientificum if it stays a future tech nation. It
would require to much investment of time for nations involved to
have to readjust their equipment to meet a different tech level.
I'd rather just not do it at all.
