Vladivostov Commences Construction of Railroads

Vladivostov has commenced construction of a local rail system to
support the industrial needs of the state. A request will be put
in to Congress requesting permission to expand the system across
the NCSA, linking other states together and bolstering
international trade. Vladivostov requests the permission of
Gondor, Scientificum, and New Dothan to immediately begin the
laying of track into their nations.

Such a project interests Gondor, but Brinkman Rail Industries, a
Gondorian company, would like to partner with Vladivostov on
this project. The two nations can help lay tracks at the same
time, making the process mutually beneficial and efficient.
Gondor also asks what type of rail system that Vladivostov would
desire, and what type of train or other locomotive design they
would prefer.

Vladivostov is glad to accept a work agreement and is eager to
begin work right away.
We will produce all locomotives and rolling stock unless if
Gondor wishes to enter their own schematics. Our system is
planned to operate at speeds of ~70 mph, and will be used purely
for freight. Only diesel-electric locomotives will be used.
Trains can be expected to average 10,000 tons or greater
depending on need.
OOC: Locomotives can be based off of any EMD-GE design since
1970.

Brinkman Rail Ind. will allow for the schematics to be of
Vladivostovian origin, and welcomes the immediate efforts to
begin construction through the states. Gondor will also provide
rail workers and engineers for the future railways, so as to
promote job growth. Workers from other states are also welcome
to apply at Brinkman for work, as all assistance is welcome.
While Gondor is pleased with the freight aspect of the future
railways for trade purposes, Gondor would also like to propose a
passenger railway that would run through major cities in many
NCSA states. This would help all states to profit off ticket
sales, as well as preventing more pollution through increasing
public transportation. What Gondor is proposing is a bullet
train system, which Gondor would provide schematics and tracks
for. This tram system is excellent in the areas of fuel
efficiency, safety, and high speeds.

DEN, although not necessarily benefitted by this, asks that they
include their maglev and high speed train designs into the
railways, and that they may supply some workers for
construction.

While a passenger system does seem to have its benefits,
Vladivostov has no interest in building one. We will offer you
resources and rolling stock for the railroad, however no workers
or funds will be provided. Instead, the freight system will be
focused on. Hopefully this does not interfere with our future
cooperation.

Emperor Xerxes suggests that this railway go underwater through
the Great Lakes connecting with Sparta.(OOC: like the Chunnel)
so that it will be quicker to transfer goods around the Great
Lakes and also to the Midwest.

Gondor thanks Vladivostov for its honesty and will focus on the
freight project for the time being. In response to Sparta's
request for a railway under the Great Lakes Gondor has a rather
opposite point of view. Such a railway could damage the habitats
of native wildlife and would also go through much of Gondor's
sovereign waters, which is discouraged.

DEN requests that, since they live in a mountainous region, they
have a better understanding of tunneling and underground
construction. They request to be part of this plan to construct
the railway, and even suggests their high speed freight railway
and magelv designs.

Unfortunately, Vladivostov finds that a tunnel under the Great
Lakes is not currently cost-effective and will not be built.
To validate, is Sparta giving Vladivostov and Gondor permission
to lay track track within their territory?
In response to repeated inquiries of Maglev and HSR
construction, Vladivostov states that this is not plausible. The
high weight involved in freight transportation will create too
much wear-and-tear on the rail surface or magnets, creating
unsafe conditions. However, we assure you that the rail system
created will be as efficient as possible while minimizing cost.
