OOC: I never said I controlled the entire canal. I just was
going to ask the Panamanian government for a naval guard through
it and pay them. Also I am sorry I didn't realize you were going
to post. I've waited hours and it seemed suitable time. I will
delete my post.

OOC: They can use their money to buy goods to sell, it doesn't
even matter if they trade just that appears like they did.Also,
you knew about the nuclear detonations and you said it was
because of the OTH radar. So we would know that you are watching
by the radar. So my Admiral would know that on radar you'd
expect us to stop in the ports to "trade"
