Each merchant ship has 100-125. Maximum. Each destroyer holds
100-150. Each cruiser about 175-200. Each battleship has around
1,800-2,000. EVEN IF THE TWENTY LARGE SHIPS ARE BATTLESHIPS
FILLED WITH 2,100, THE MAXIMUM AMOUNT, ONLY 27,500 OR SO PEOPLE
WOULD BE ON BOARD. And they'd be all working crews.

This is some info on the Normandy invasions, the largest
invasion in history.
The invasion fleet was drawn from eight different navies,
comprising 6,939 vessels: 1,213 warships, 4,126 landing craft of
various types, 736 ancillary craft, and 864 merchant vessels.
There were 195,700 naval personnel involved.
You have no where close to enough ships.
