It was also recruits from colonies and stuff. Regardless of
having colonies or not, to be real countries we need a third
world to exploit.

I think it would be quite cool if we had non player third world
RPs with current problems I.e. Radicalisation, famine and
drought and a good old civil war.

Because if we keep on fighting each other, we won't focus on the
real threats outside. Or even be effective at making rational
and timely changes to our government. This is why we need
something else to worry about.

The modern French Foreign Legion pretty much just takes
volunteers and, of course, doesn't rely on colonialism, but it
still exists and has fought in Afghanistan most recently.
It's a very strange thing but, essentially, any man of suitable
age can, if they can get to France, find a gendarme and ask to
join. They're taken to a recruitment center and assessed. If
they're not disqualified based on the physical, they can join,
and are permitted to change their name -- and not have any
records of their previous identity kept.
They don't need to even speak French, since they're taught as
part of the training. It's pretty much a way for desperate men
to start a new life -- after, IIRC five years of service,
they're discharged as French citizens and receive a pension.
Not surprisingly they're often a bunch of criminals or
fugitives, though some are surely just adventure-seeking dudes,
or have for whatever odd reason run out of options in their
native country.
But historically, yes, it was troops from French imperial
possessions/colonies. And a fictional version could be
different.
But TL;DR the idea doesn't require colonies.
Here's a Chinese legionnaire in Afghanistan for ex. :

Anyway, @ Turkducken, I don't see any reason why an RP set in a
country outside the NCSA couldn't be done. The only real
restriction I know of there is that we can't claim territory
outside the NCSA -- it doesn't mean the rest of the world is
supposed to not exist, and I think it is assumed that States
trade with foreign countries.

We just haven't bothered with them per se, and it sounds rather
callous but we need a third world to exploit. That way at least
armed conflicts could start away from the homeland at the least.

Not only that but it would make are whole situation a lot more
realistic. With outside nations we can still have strong
economies with trade embargo on some states, declare war against
people that live 5 kms away and generally exist in a more
diverse world. However I feel it is imperative that we make sure
that people do not claim territory outside of the NCSA for
themselves.
