To address this and continue hijacking this thread. ;) I can
see both sides of this issue.
1) No, stuff shouldn't realistically disappear because a
government collapsed or what not. Did the allied troops in Iraq
disappear when Saddam Hussein's government collapsed. No, they
were the ones who caused it! They stayed around to try to set up
what essentially would be a puppet government
2) This RP would realistically probably still be going on if,
for whatever his reason was, Gondor hadn't decided to pack in
Heavenly Paradise and switch nations. That isn't Caos' fault. He
doesn't deserve to be screwed because of Gondor's decision, he's
put a lot of time and effort into this particular RP
3) However, I can't allow Gondor to have two nations on the map,
it would screw up the way the government works and he would be
entitled to two votes. That's not fair to everyone else.
4) It also doesn't seem fair for a new member to claim an area
then have someone else notify them that there are bases and such
in their claim that belong to another government. I know that
realistically this could easily be the case in this area but how
would you guys feel if before you rejoined the region I had
decided to place bases, for my own reasons, in Alaska and
Pennsylvania and then refused to remove them when you guys made
your claims. I know I don't have a history of being particularly
aggressive or imperialistic, but forget that for now OK! :P If
it were me I would feel like this was a potential threat to my
state's security. It wouldn't make me happy. Every new
member/claim deserves to start with a blank canvass to create
their particular vision on. Just like you guys got to.
5) If we had an infinite, or relatively large map, I'd encourage
people to go hog wild, create trans-oceanic empires if you want.
But this region is built on a theme. That theme is the Divided
States of America trope

to keep growing as a region we need to keep space on the map for
new members. To keep space on the map for new members we have to
limit the size of claims. I don't limit the size of claims and
throw fits when people are creating empires (The AU incident)
because I'm jealous someone is doing something I can't or won't.
I do it because I want a constant stream of new members here.
New people are the lifeblood of this region. They bring in new
ideas and keep things from getting stale. If the map actually
fills up, it's a bad thing because that means there isn't any
place to put new members!
So, gentlemen, with all those considerations in mind what should
we do here?

Sorry to continue hijacking, but you have a point on all
accounts.
Personally, I believe that there should be limitations to bases
put in unclaimed areas. For instance, during times of war, if I
made a base close to another nations border that would be good,
so long as I could abandon it later, or perhaps continue using
it if needed. In items like this, I *did* put it there before he
disappeared, and it *is* a major RP thing, so we can't make it
disappear. In all reality? We could go about enforcing that
bases on a county make the county count as land claimed? Or we
could just ignore it. I really have no intention of filling the
place up with bases. In all honesty, what good would it be to
just randomly place bases?
No, I'm not about to put bases on the white areas. I'm not that
kind of guy. And I believe that should be enforced.

The bug in the ointment with that in this case is that the
current claim law says you have to be contiguous OK, that's a
good thing to avoid some of the areas we used to have. I can't
remember anymore what that f'd up state was that used to be
somewhere near the Carolinas that inspired that law. But instead
of saying "and must share a common coast" like it used to. Says
"must not be separated by a body of water larger than the Great
Lakes" essentially. Of course if this applied to the US as a
whole it couldn't have Alaska, Hawaii, Guam, or any of several
other possessions it has.
