Plural Marriage Act

West Phoenician Prime Minister Countess Tia High held a press
conference for all major WP Broadcasting News stations today to
announce the passing of the Polygamous Marriage Equality Act in
the West Phoenicia Congress.
Reigning monarch King Glenton Bush II has never hid the fact of
his polygamous lifestyle and upon his coronation his two wives
were elevated to Queen status.
While it was never illegal, polygamy was predominantly
practised among the wealthy and aristocracy class. With this new
law in place it will protect the interest of all classes who
choose to embrace plural marriage.
in a vote 170 to 10 the Act had overwhelming support. It was
hoped that this act would help ease the tensions afflicting the
nation.
Gay rights activists have made their own calls for the passing
of a Gay Marriage Act. But with the Conservative parties in full
control of the Senate that does not seem likely to pass.
Communist Green Senator Gabby Force plans to introduce a private
members bill calling for a conscience vote on the issue instead
of Congress voting along party lines.

Volunteer Prison Labor Act renewed

After 12 months the West Phoenician Congress has reviewed the
Volunteer Prison Labor Act. With the Prime Minister blessing
and promoting the act has been approved for a further 10 years.
Under the Prison Labor Act prisoners who are classed medium or
low security risk over the age of 18 and open to both genders
are given the option to serve their sentence on one of the
tobacco plantations in the city-state of Immaculata. Cotton
plantations of Lower West Phoenicia. Or Tea and Coffee
Plantations in northern New Tudor.
While voluntary prisoners can receive remissions of their
sentence while working off their debt to society they are fed,
clothed and house by the plantation owners.
This program has been a success with easing of prisoner numbers
in prisons across the nation and reducing the money tax payers
contribute to the prison system.
The Antebellum Party and WP Aristocracy Party applauded the
renewal as a victory for the economy while the minority
Socialist Party led by Eddie Rox-Indi condemned the Prison Labor
Act as exploitation and nothing more than a fancy term for
slavery.

In a joint press conference Leaders of the Segregation Party and
the West Phoenician Aristocracy Party celebrated the passing of
the 'Let them eat cake act' in the city states of Antebellum
Territory and Olympia Hills.
The act will ensure the wealthy and nobility classes are able to
visit hospitals, cafes, hotels. Attend school and venues
exclusively for them. The act grants venues and places of
business the right to refuse entry if one is not of that higher
class based off economic factors.
Segregation Leader Hon Martina Rose hailed it a victory and will
not stop campaigning to all city states pass the act.

While Baroness Honey Baroda has called for further tax breaks
for the rich. Citing it an abuse and discrimination against the
rich that their taxes are so high.

Famed West Phoenician actress Nicolette Cruz has signed on to be
the face of the Let them eat cake act campaign with a salary of
$25 million for t.v and ad campaigns. And will promote the cause
to other nations during her international movie promotion tour.

In an unrelated incident, ardent opponents of the act Bella and
Ross Kerry-Force died in a tragic car accident today. Police
have ruled it as an accident caused by the negligence of the
drivers who were intoxicated.

No Nuke Act.
West Phoenicia has voted 220 to 20 to enact the No Nuke Act.
1. West Phoencia will not produce nuclear weapons nor export
items that could manufacture a Nuclear weapon.
2. West Phoencia will be a non nuclear weapon nation for a
period of 20 years.
3. Any West Phoenician citizen found assissting in the
construction of a nuclear weapon will be sentenced to death.
4. Any non West Phoenician assisting in the construction of a
nuclear weapon on West Phoenician soil will be arrested and
charged and face a trial where the maximum sentence asked for
will be death.

No Foreign Bases Act.
The West Phoenican Congress has passed the No Foreign Bases Act.
In a vote 140 to 100.
As part of the No Foreign Bases Act; West Phoenicia will not
accept any offer from another nation of the NCSA to build a
military base, outpost of installation on any West Phoenician
soil.
Part B, In times of Civil war no West Phoenician national may
offer a foreign nation West Phoenicia land to build a military
base, outpost or installation.
Part C, No West Phoenician land will be sold off to form an
arrangement for a foreign state to build or constrct a military
base, outpost or installation.
Part d, While West Phoenicia has the right to build bases in
foreign nations, no secret arrangement will be made to trade off
in exchange.

Section 1. We, the Reichstag, im namen des Reichsfuhrers und
Volk, affirm the following arguments of the Reich's
distinguished departments of Rassenkunde, from its universities:
"Premise I. Between any two given individuals, one may be, for
example, more intelligent, physically stronger, more creative,
etc.
Premise II. These differences, though sometimes arising from
prenatal conditions, upbringing, social conditions, and so on,
are none the less at times, demonstrably via peer-reviewed
scientific research, genetic.
Premise III. Between any two distinguishable races, and noting
the ambiguities involved in delineating races, there exist
genetic differences.
Premise IV. In comparing two individuals of distinct genetic
provenance, it may be ascertained which is the more intelligent,
the more physically fit, etc.
Premise V. The same comparison may be applied, via Premise III,
to a comparison of races, noting that exceptional cases will
always exist.
Conclusion: There exists, in general terms, with minor
exceptions, an hierarchy of races in terms of intelligence,
fitness, creativity, etc. Because law must act upon such general
terms, rather than base its provisions upon specific and
individual cases, it is sensible to consider, in law, the issue
of race.
Premise I-B: In any comparison of the general fitness of races,
some may prove more able in some specific areas than others,
just as in any comparison of individuals. None the less, it may
be ascertained, as in a comparison of individuals, which is more
generally able, taking into account as many factors as may be
evaluated empirically.
Premise II-B: The best means of doing so, barring ongoing
research conducted by the Rassenkundeabteilung, is to consider
collective achievement -- because the evaluation is collective
-- past and present.
Premise III-B: Having done so, the Rassenkundeabteilung has
designated, for the purpose of creating law, and noting
imperfections in this distinction, three categories of races,
which are, from most accomplished to least:
1. Germanic (including Anglo-Saxon), Nordic, Celtic,
Mediterranean, Central European, Persian, Arab, and Japanese
(non-Ainu) peoples.
2. Other East Asian or Southeast Asian and Slavic peoples.
3. All others."
Section 2. The Reichstag further affirms that, as a nation is
composed of its citizens, its virtue is the virtue of its
citizens. To ensure the supreme virtue of the Amerikanisches
Reich, therefore, we judge it necessary to enact restrictions on
citizenship based on the judgments of the Rassenkundeabteilung.
Section 2(b). Furthermore, we acknowledge the perfidious
influence of those who would corrupt the virtuous by taking
advantage of their virtuous qualities, whilst lacking any of
their own, and note that this is especially a problem with those
invidious peoples who refuse to assimilate with the local
populace, but none the less insist, in parasitic fashion, upon
living amongst the local populace. In this, to be clear, we
reference especially the alien bankers, financiers, and
profiteers, who do no honest work themselves but let others
sweat and bleed for their benefit, whilst bleeding them of their
livelihood and sapping their will.
Section 2(c). Therefore, we hereby prohibit citizenship, as well
as residency, work, and tourist visas for members of the third
class of races referenced in Section 1, and declare that such
privileges for members of the second class will be conditional
upon examination by suitable authorities of the Reichspolizei,
advised by the Rassenkundeabteilung, and under their guidelines.
Section 2(d). Any person or persons found to be in violation
will be subject to such action as is deemed necessary by the
Reichspolizei, with the provision that they must be allowed to
emigrate from or evacuate the territories of the Amerikanisches
Reich freely if they do not insist otherwise, with a grace
period of three weeks' time from the enactment of this law, and
that they shall provided with the necessary transport, including
transport of personal belongings, at the expense of the state.

Protect our flag act

The West Phoenician Congress has passed the Protect our Flag
Act.
In a vote of 230 to 10 the Act enables
1. The flag is able to be flown on all government buildings, as
well as private business and residences.
2. Anyone caught burning the flag will receive a criminal
conviction of 5 years in Prison.
3. The act also protects the burning or desecration of the NCSA
flag.

The West Phoenican Congress has passed the Revised Capital
Punishment Act 121 to 119 under the revised law the following
crimes could possibly receive the death penalty.
1. Murder in the 1st or 2nd degree

4. Assisting in the production of nuclear weapons.

7. Espionage against West Phoenicia
8. Aiding an enemy in time of war

The Libreated Cream aims to create an environment in which
people can be left alone to go about their lives peacefully. Our
laws are therefore fairly lax, expecially regarding social
issues: polygamy and same-sex marriage are legal, incest is
tolerated (but breeding in such a relationship is a federal
offense), the only drug offense on our books is distributing and
administering to a minor (defined in our law as under 16), gun
control is un-heard of though some citizens advocate instituting
a system of permits which would cover possession, concealed AND
open carry for each class of firearm.
Nonetheless, our commitment to political and personal freedoms
has lead to the establishment of some laws which are designed
to prevent these rights from being "shat upon" as the "former
united states had allowed the message of its founding fathers to
be perverted by socialism and crony politics", according to
President Simon Bouchard. We are somewhat libertarian, being
economically conservative and socially liberal. This is a
consequence of our history, as we are disparate peoples who came
together with the common goal of improving their autonomy and
achieving sovereignty. A free market and social tolerance are
crucial to the success of our culture.
The government attempts to keep its hands as far from private
enterprise as possible. Federal taxes are capped out at 10%,
though they are currently at about 6.5%. The same percentage is
applied to all income levels, though some poor folks can claim
an exception to certain taxes, and taxes on the wealthy are also
capped at $1.5 million dinars per year, regardless of the
percentage of that citizen's income.
The no-lobby bill: Despite our desire to stimulate and to avoid
interference with free-market economics, The Cream believes that
elections are something that ought to be handled by the
government, with equal campaign time and funding granted by the
government. Therefore, legislators were willing to block the
development of lobbying, even though it could potentially
circulate billions of Dinars. We would rather have leaders who's
opinions are not up for auction, so that our policies best
reflect the interests of ALL the people of the Cream, and not
just the corporate and political elite. We believe that by
keeping leadership pure, our nation's policy will lead to
prosperity in the long-run.
The medical ethics act: Without writing a 200 page book, the
Medical Ethics act regulates the limits of medical research and
medical procedures. Cosmetic surgery is legal in every regard
until it crosses the threshold of trans-humanism. This is mainly
to prevent furfags from literally becoming furfags in the
future. Certain perfomrance-based transhuman procedures would
not be considered as dangerous and may be performed on a
permitted individual. Cloning of a complete organism is
outlawed, however the cloning of organs for medical purposes is
encouraged. Stem cell research is encouraged, but stem cells
must be acquired legally and ethically (with abortion being
legal only during the first trimester, exceptions may be granted
in cases of rape incest or severe birth defects).
The Animal Protection Act: Any animal that is defined as a pet
or livestock will be protected legally, and crimes against these
animals will be tried as if they were humans. Ex, stealing a
neighbor's cow is considered abduction and kidnapping and klling
your neighbor's dog is considered first degree murder.
Furthermore, some species are regarded as "protected" species
(specifically dogs, cats, horses), which means cruelty against
them, regardless of whether or not they are claimed as a
pet/livestock animal, would result in a trial in which the
victim is considered human and the penalties are commensurate
with a crime against a human. Lesser punishments for animal
cruelty also exist. Hunting and sport fishing is legal, but only
in season and with a permit. Permits exist only so that
hunters/fishers can log all of their kills so that quotas can be
maintained and ecosystems can remain intact. Hunting and fishing
is only permitted for certain species, and the killing of
creatures of any species that are not allowed to be hunted or
fished is tried according to the above laws.
Prison Population Bill - Criminals are assessed psychologically
by various methods at the discretion of corrections officials.
Sometimes this simply means observation of their behavior during
court appearances or in their jail facility. The reason for
this is that subjecting all citizens to the same standards would
mean that criminals could prepare for and "beat" psychological
profiling and/or parole agencies. The goal here is to assign
criminals into three distinct populations, each with its own
course of discipline and processing. Population one criminals
are seen as individuals with a high potential for reform who had
either made an ignorant mistake, committed a crime of passion
(often referred to 'excessive force'... I.E. shooting somebody
out of revenge for an offence for which a fistfight would have
been considered appropriate) or desperation. These people are
exposed to courses and group discussions which encourage
productivity, tolerance, education, and spiritual and emotional
fulfillment. They may also do volunteer and charity work. They
are allowed to eat well, recieve many visitors, and engage in
recreation. and they also have access to their personal property
and are allowed to communicate by phone or internet freely.
Population two inmates are considered to have moderate potential
for reform. The security in these facilities is more strict, and
resembles a former United States prison, for the most part.
However, the emphasis on social programming is still ethical and
social reform, rather than pure punishment. Population three is
reserved for former-citizens who have been deemed unworthy of
personhood and have zero potential for reform. They are stripped
of their names and their citizenship. They are used as slave
labor, torture subjects, research subjects, live organ donors,
etc. etc. The death penalty is also legal, but is reserved only
for the most dangerous pop. 3 offenders.
Castle doctrine is upheld in The Libreated Cream. Acts of
vigilante justice are rewarded, so long as sufficient proof that
the act was justified and commensurate to the original offense
can be furnished. Personal respect is highly valued here, again,
a consequence of our history and the cultures that came together
to form The Cream as we know it.

The Confederacy of Turkducken is divided into Four separate
governing bodies, the Fertile Plains, the Capitol City of
Patience, the Mountains of the Moderates, and the remaining
right side for the Socialists. Each develops its own "State"
laws and judicial system, taxes are handled only on a Federal
Level the Progressive Income Tax is currently set at 88.2%, but
is 90% for the wealthy. While listing all of the countless laws
enacted between personal State levels of law would be time
consuming and inefficient every State and person agrees to the
Three Basic Rules.
1. The State government, Local Government, or Federal Government
cannot take something from a citizen of Turkducken. Every plot
and piece of land which a government facility is built upon has
been willingly given by the individual citizen that owned it.
2. Every State and person swears fealty to the President, his
word is law, this law is universal.
3. In a situation where the people feel substantially oppressed,
misrepresented, or otherwise unfairly treated in a substantial
way by the acting governmental body. The People of Turkducken
have the singular responsibility to overthrow the oppressing
government in any way possible.
Some laws that His Excellency has passed during his Presidency:
The Environmental Standards Act:
Motor Vehicles that emit harmful CO2 Emissions into the
atmosphere are banned, except in the case of the Turkducken
Military and emergency or dire need of the President.
Emissions from Industrial buildings or complexes must be
regulated to where 80% environmentally damaging emissions are
filtered out of the waste before it has left the building. Any
industry not compliant with these regulations will be legally
handled with the worst punishment being the confiscation of the
business and the owners business license.
Mining for natural Ores are Heavily Regulated by the Turkducken
Government, with various permission forms, legislation, and
licenses that have to be paid, filled, and mailed to the
appropriate governing offices to be reviewed and approved every
step of the way, if any discrepancies are noted the permission
is rejected and would have to be initiated from the very
beginning.
Foreign Investment Act:
Other Confederate States have the legal right to construct
businesses, companies, etc. with the expressed permission of His
Excellency. However, they are expected to comply with the laws
of each State, including the first rule of the Three Basic
Rules.

Gradual Expansion Act:
While Turkducken is a fairly large landmass on the Confederate
Map, approximately half of the listed land is settled formally.
This Act protects the uninhabited land from rapid expansion and
exploitation, any squatters to be found on these lands have no
legal claim to the land until it has been formally incorporated
into the Confederate State, which is preformed at the
President's command.
Pensioner Coverage Act:
Citizens over the age of 70 are able to apply for pension
services provided by the State's government. Pensions include
$500 Confederate Dollars per month, health coverage that is
provided by the NCSA and the Confederate State's own Health
Plan, opportunities to retire at State built and funded
retirement complexes (built to high standards for the region),
and free public transportation.
Socialist Health Service:
This is in compliance with the NCSA's Universal Health Plan.
One-Child Per Family Initiative:
The people of Turkducken while not technically "Conservative"
minded are one for limited expansion and small planned families.
In compliance with this the President has proposed tax breaks
for families (defined as any lawful union between two rightfully
minded adults) as an initiative for keeping families, and the
overall population of Turks, relatively small. While non
compliers pay the standard amount of taxes, and the overall tax
breaks only save a couple of hundred Turks, their is no shame in
having large families, and no penalties for continuing to have
larger families.
