       Rp unification bill [OCC/IC]

       Acknowledging that all RPs are done in the NCSA
       Recognizing that a state's decision affects it's future and all
       other states
       Realizing that states must be interconnected to be a part of the
       NCSA
       Reminding all players that for states to be in the same region,
       they must have some sort of
       interdependency
       Considering the idea that we are all one nation
       Recognizing that all topics in the forum are interconnected
       Congress Hereby Mandates that all states affect all other
       states,
       Each state must acknowledge the decision of another state,
       States can not ignore other state's actions,
       If a state takes an action that would affect another state, that
       state can not ignore it,
       If a state's economic, political, or military status changes,
       all states in the NCSA are affected, total effects are
       determined by the state being affected,
       States can not ignore events occurring in other topics in the
       forum,
       Players can not disregard events as non-canon in different
       topics,
       All topics are interconnected and can not be ignored.

       I stand steadfastly against this no one should be able to be
       forced into any RP they do not want to engage in. It has been
       this way since the beginning of this region.

       I didn't word it properly. But what I am trying to say is that
       if I accept that I go to war with Caos in a topic, I can't act
       like I have all my forces in another topic.

       Once an RP starts, there can't be any backing down. That's not
       fair to anyone, and you've already agreed to it before hand.

       That was not the intention of the bill. The intention of the
       bill is if you accept going to war with say the DEN. He causes a
       siege of your state preventing people from entering it or
       leaving it. you can not then trade on another topic. The
       intention of this bill is to say that if you declare something
       canon in one topic. It is canon in all of your topics.

       That I'm all for.  ;D We need to clear up the language of the
       bill however.  ;) Also, I was going to point out that the NCSA
       is actually a Confederacy where the sovereignty lies with the
       states, not the Confederal Government. So it actually is even
       less of a nation in the technical sense than the EU.

       No, what he is trying to do is create a bill where if say I
       declare war on you, and you reciprocate with a declaration of
       war on me, then you can't all of a sudden say, "Hang on, I don't
       like this, you're to big, I'm taking my toys and going home." If
       I get the gist of what he is saying.
