While West Phoenicia is not in the business of building
locomotives. We are superb ship buildings.
To help your starting state we would be happy to build these
ships for you in exchange for a West Phoenician military base in
your state?

I apologize while observing the requests of other nations His
Excellency grew very excited at the mention of "locomotive", who
ever may supply such a device may contact us. To answer your
question yes this would suffice, we had already volunteered our
State for the construction of an Airbase operated by another
State as we have no Air Force ourselves. Would this meet your
standards? We thank you for your compassion and understanding,
what is the estimated time of construction for 1 large ship
equipped with welfare and relief stations?

The Confederate State of Arlais & Sint-Michell are willing to go
into a compromise.
In exchange for Locomotives, we request a sum of land in
Turkducken. For our state founded company CRR (Cosmopolitan
Railroads).

The ETA will be a month for the ship required.
We will situate an Army base in your state. Please advise where
in your state this will be accepted.
The army base will bring added revenue into your nation.
we can also assist in training up your own military personnel.
So you do not have to rely on other states for assistance.

satisfactory, please continue talks in our request for foreign
investment.
To the Confederate State of West Phoenicia, we would gladly
offer land in the west of our country, known as Fertile Plains,
the rolling hills and beautiful countryside should be
appreciated by your people, unless otherwise stated we will
begin construction of said base.
